Before the construction of any water mains, branch lines, nonresidential service connections, and for appurtenances which are to be connected to the public water supply system, plans and material specifications shall be submitted for approval by the Department of Public Works. The plans shall show the size and location of proposed pipelines, hydrants, valves, and types of pipe to be used, together with all property subdivision and lot lines. No mains shall be laid nor appurtenances installed until written approval from the Department of Public Works has been obtained. Where a construction and/or extension permit is required in connection with the development of a priority development site (PDS), as defined by § 200-2.1 of the Zoning Ordinance, an application therefor, together with system plans and material specifications, shall be submitted and a decision thereon shall be rendered in accordance with § 415-10D, above.
B.
Plans shall include an overall plot plan of the immediate area of the development at a suitable scale, as well as detailed plans at a scale of one inch equals 40 feet and showing contours, house locations, property lines, and street profiles. The overall plot plan shall show the position of the development and its streets, in relation to existing streets and property owners in the area.
