It shall be unlawful for any person to permit the accumulation of garbage or rubbish upon any property in Newtown Township.

It shall be unlawful for any person, owner or lessee to permit the storage of an abandoned vehicle upon any private or public property within Newtown Township with the exception of vehicles stored within confined buildings. For the purpose of this section, an abandoned vehicle shall be defined as follows:
A motor vehicle which is unable to move under its own power, or a motor vehicle that does not bear a current registration and inspection sticker, and has one or more of the following physical defects:
Broken windshield, mirror or other glass, with sharp edges.
One or more flat or open tires or tubes which could permit vermin harborage.
Missing door, window, hood, trunk or other body part which could permit animal harborage.
Any body part with sharp edges including holes resulting from rust.
Missing tires resulting in unsafe suspension of the motor vehicle.
Upholstery which is torn or open which could permit animal and/or vermin harborage.
Broken headlamp or tail lamp with sharp edges.
Disassembled chassis parts apart from the motor vehicle stored in a disorderly fashion or loose in or on the vehicle.
Protruding sharp objects from the chassis.
Broken vehicle frame suspended from the ground in an unstable manner.
Leaking or damaged oil pan or gas tank which could cause fire or explosion.
Exposed battery containing acid.
Inoperable locking mechanism for doors or trunk.
Open or damaged floor boards including trunk and firewalls.
Damaged bumpers pulled away from the perimeter of vehicle.
Broken grill with protruding edges.
Loose or damaged metal trim and clips.
Broken communication equipment antennae.
Suspended on unstable supports.
Such other defects which could threaten the health, safety and welfare of the citizens of the Township.

It shall be unlawful for any person to carry on any offensive manufacture or business within the limits of Newtown Township.

It shall be the duty of any owner of land within Newtown Township to remove any nuisance or dangerous structure on premises in said Township upon notice from the Board of Supervisors to do so, and in default of the removal by said owner after reasonable notice, the Board of Supervisors may cause the same to be removed and collect the cost of such removal together with a penalty not to exceed $1,000 from the owner, to be collected by summary proceedings before the District Justice or in the manner provided for the collection of municipal claims or by an action of assumpsit without the filing of a claim. In the exercise of the powers herein conferred and to abate any of the nuisances hereinabove enumerated, the Township may institute proceedings in courts of equity.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a district justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each Section of this Part which shall be found to have been violated shall constitute a separate offense.
