The following intersections (in addition to intersections with the through highways established by § 15-212) are established as yield intersections, and official yield signs shall be erected (or are ratified if previously erected) in such a position as to face traffic approaching the second-named street (the through street) on the first-named street (the yield street) in the direction or directions indicated for that intersection. Every driver of a vehicle approaching the intersection on the first-named or yield street, in the direction indicated in each case, shall slow down or stop the vehicle as required by § 3323(c) of the Vehicle Code, and then yield the right-of-way as required by that subsection of the Vehicle Code.

No person shall drive any motor vehicle upon any play highway at any time when that street shall be designated as a play highway, except in case of emergency, with special permission of the [Designated Official] or of the police officer in charge, who shall first clear that play highway of all persons using it for the purpose for which it was set aside. Any person who violates any provision of this subsection shall, upon conviction, be sentenced to pay a fine of $25 and costs.

It shall be unlawful for any person to operate a snowmobile on any highway, street or road in the Township other than as provided above; provided, nothing in this section shall prohibit any person from operating a snowmobile on any other street in the Township:
A. 
As authorized by § 7721 of the Vehicle Code for emergency and bridge crossings and for direct crossing of streets or two-lane highways; or
B. 
For special snowmobile events where authorized in advance and the street is blocked off as provided in § 7723 of the Vehicle Code. Any person who violates any provision of this section shall be subject to the penalties prescribed in § 7752(a) of the Vehicle Code.

1. 
Emergency and Service Vehicles:
A. 
The portion of Piedmont Drive (T-846) from the boundary of Manchester Township with the City of York to its intersection with Teslin Road (T-850) is hereby restricted to emergency vehicles only and it shall henceforth be unlawful to operate any vehicle on said portion of Piedmont Drive (T-846) other than an emergency vehicle responding to any emergency.
(1) 
Said street shall be properly posted with signs in accordance with the provisions of the Pennsylvania Motor Vehicle Code giving notice of said restriction.
B. 
The portion of Church Road (T-949) from a point 140 feet northwest of the terminus of the existing turnaround adjacent to 85 Church Road to its intersection with North George Street (SR 0181) is hereby restricted to emergency and authorized utility service vehicles only and it shall henceforth be unlawful to operate any vehicle on said portion of Church Road (T-949) other than an emergency vehicle responding to an emergency or a utility service vehicle performing work on utility lines located in the right-of-way of said street.
(1) 
Said street shall be properly posted with sign in accordance with the provisions of the Pennsylvania Motor Vehicle Code giving notice of said restriction. A gate, which shall be kept locked at all times, shall be placed at the end of the existing turnaround to prevent unauthorized access. The Board of Supervisors may authorize issuance of a key to said gate to emergency and utility companies needing access to said street.
2. 
Any person who shall operate a vehicle upon said streets in violation of the provisions of this section shall, upon conviction thereof before any district justice, be sentenced to pay a fine in accordance with the schedule of fines contained in the Pennsylvania Motor Vehicle Code, as amended.

1. 
Short Title. This section shall be known and may be cited as the "Manchester Township Waste Transportation Ordinance."
2. 
Definitions. For the purposes of this section the following words, terms and phrases shall have the following meanings:
OWNER
Any person, other than a lienholder, having the property right in or title to a vehicle or conveyance, including a person entitled to use and possession of a vehicle of conveyance subject to a security interest in another person and including a person entitled to use and possession of a vehicle or conveyance under a lease.
PERSON
Any individual, partnership, public or private association or corporation, firm, trust, estate, municipality or governmental unit, public utility or any other legal entity whatsoever that is recognized by law as the subject of rights and duties.
VEHICLE OR CONVEYANCE
Every device in, upon or by which any waste is transported or drawn, but does not include automobiles and pick-up trucks of less than 10,000 pounds allowable gross weight.
WASTE
Any municipal waste or residual waste as those terms are defined in Act 101 of 1988, as amended, or incinerator ash, but shall not include sewage sludge or septage to be dumped at locations pursuant to a permit issued by the Pennsylvania Department of Environmental Protection.
3. 
Violations.
A. 
No person shall use a vehicle or conveyance or permit a vehicle or conveyance of which he or she is the owner to be used for the transportation of waste within Manchester Township unless said vehicle is operated upon the following roads or streets within Manchester Township:
(1) 
Interstate 83 (SR 0083).
(2) 
U.S. 30 (SR 0030).
(3) 
Toronita Street (T-514) north of U.S. 30.
(4) 
Blackbridge Road (T-836) between Toronita Street (T-51) and Grim Lane.
(5) 
Grim Lane.
(6) 
Mundis Race Road (T-809).
(7) 
East Locust Lane (T-943) between Grim Lane and Emig Road (SR 1012).
(8) 
Emig Road (SR 1012) between Mundis Race Road (T-809) and the boundary between Manchester Township and Springettsbury Township.
B. 
The provisions of Subsection 3A of this section shall not apply to vehicles or conveyances engaged in the pick-up and transportation of waste generated within Manchester Township.
4. 
Penalty. Any person, firm or corporation who shall violate any provision of this section, upon conviction thereof in an action brought before a district justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not less than $1,000 plus costs and, in default of payment said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this section continues shall constitute a separate offense.

1. 
Short Title. This Part shall be known as and may be cited as the "Manchester Township Alternative Truck Traffic Route Ordinance."
2. 
Purpose. The purpose of this Part is to provide an alternative route for restricted vehicles along certain roadways in Manchester Township.
3. 
Routes. Alternative routes are set forth below.
A. 
Emig Road Alternative Truck Route. The alternative route for the restriction of the Emig Road Railroad Underpass, set out in § 15-302, shall be: North George Street southward to Aberdeen Road; Aberdeen Road east and south toward Sinking Spring Road (Sinking Spring Road becomes East Locust Lane); and East Locust Lane eastward to Emig Road, depicted in the plan entitled "Emig Road Truck Restrictions," dated 8/11/2020, attached as Exhibit A.[1] The reverse of this route is also included as an alternative route.

Violations and Penalties. Any person, firm, or corporation who shall violate any provision of this section, upon conviction thereof in an action brought before a District Justice in the manner provided for the enforcement of summary offense under Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not less than $1,000 plus costs and, in default of such payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this section continues shall constitute a separate offense.
