All outdoor recreation facilities and pavilions shall be open to the public between dawn and 9:00 p.m., prevailing time, throughout the year, unless permitted otherwise for special events or by permit. Notwithstanding the foregoing, the use of lighted outdoor facilities such as basketball and tennis courts and indoor facilities shall be permitted until 11:00 p.m., prevailing time. The Township Manager, Chairperson of the Board of Supervisors, Chief of Police, Fire Chief, Public Works Superintendent or the Recreation Director may close a park if hazardous conditions exist that endanger life or property. There shall be no trespassing on park property during such times.

Smoking, including, but not limited to, cigarettes, cigars, illegal drugs, and vaping, is prohibited in/on all Manchester Township Park facilities at all times.

All trash, garbage and refuse material arising out of the use of the park and recreational areas shall be placed in the containers provided for this purpose.
2. 
No trash, garbage or refuse generated from any location other than the park or recreational areas shall be placed in the containers located in the Township Park or recreational areas.

Open fires shall be permitted only in charcoal grills or other facilities provided for such purposes. Disposal of the hot coals, ashes or other by-products of said fires must be disposed of in the facilities provided for this purpose.

It is unlawful to conduct any type of business activity in any Manchester Township park without first receiving written permission or permit according to the Parks Department Rules and Regulations.
2. 
"Business activity" shall include, but not be limited to the following:
A. 
Sale of food, beverages, merchandise or services;
B. 
Providing classes, or other forms of instruction for a fee or other valuable consideration; or
C. 
Organization of recreational events such as 10K run/walk, sports tournaments, or charity fundraiser; or
D. 
Use of park facilities for advertising any business, product or service.

Use of the recreational activities shall be restricted to the locations for which such type activity is designed by the physical improvements erected on the premises or by the appropriate posting of signs designating the appropriate uses. Skateboarding, inline skating and bicycling are prohibited in all pavilions, courts, stage area, and designated park access points.

The use of motorized model airplanes and drones is restricted to designated areas and prohibited after 9:00 a.m. Model rockets or the like are prohibited at all times. The restricted hours for the use of drones may be modified upon written request to the Township Manager or Recreation Director and upon receipt of a written modification. The use of all drones must comply with applicable Federal Aviation Administration (FAA) regulations. The drone operator is responsible for compliance.

The use of motorized, vehicles, except on areas designated as driveways or for parking during the time when recreational facilities are open to the public and for Manchester Township maintenance vehicles, within Manchester Township recreational facilities, is prohibited. The term "motorized vehicle" shall include, but not be limited to, licensed motor vehicles as defined by the Pennsylvania Motor Vehicle Code, trail bikes or dirt bikes, all-terrain vehicles (three- or four-wheeled), snowmobiles, golf carts, or hoverboards.

The speed limit in all parking areas shall not exceed 15 miles per hour.

The following regulations shall apply to the pond in Cousler Park and to all other water recreation facilities as may be established, from time to time, in Township recreation facilities:
A. 
Swimming is prohibited.
B. 
Boating, whether powered or unpowered, is prohibited.
C. 
Ice skating shall be permitted only at the skater's own risk.
D. 
Fishing and the operation of radio-controlled model boats shall be permitted at the participant's own risk.

Pets shall be kept on a leash at all times within Township recreational facilities. The owner or person handling such pet within a Township recreational facility shall remove any and all fecal matter deposited by said pet while within the Township recreational facility.

Use of animals at events held at a Manchester Township recreation facility shall be permitted only by prior permission of the Manchester Township Recreation Director or his or her designee. The person responsible for such animals shall clean the area of the facility used following any such event using animals.

Feeding of all wild animals including, but not limited to, Canada Geese, ducks and squirrels on Manchester Township park properties is hereby prohibited.

The appropriate Township officials or employees are hereby authorized to procure and erect signs at all Township recreational facilities showing all rules and regulations for their use.

Applications for advance scheduling for use of the Township recreation areas shall be directed, in writing, to the Manchester Township Recreation Director for written approval pursuant to the regulations contained in Part 2 of this Chapter.

It is prohibited to interfere with any Township official or employee in the performance of his or her duties or to refuse to obey the directions and commands of any Township official or employee in the performance of his or her duties.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a district justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $600 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.

The use of inflatable structures on park property is prohibited unless granted by written permission of the Recreation Director or his/her designee.

The Manchester Township recreation facilities and the buildings and pavilions located thereon shall be available at no charge for use by all Manchester Township Boards and Commissions and by the Manchester Township Municipal Authority or for Township sponsored activities. The Boards, Commissions and Authority shall have first priority in scheduling of the requested facility.
2. 
If no Township Board, Commission or Authority is using the facility, it may be made available at no charge to the Northern Regional Police Commission, any other joint board, authority, commission or association of which Manchester Township is a member, the Alert Fire Company, the Central York School District and Central York Communities that Care, the County of York or any agency thereof, the Commonwealth of Pennsylvania or any agency thereof, and the United States Government or any agency thereof. Any request from such agencies shall be made to the Recreation Director or his designee and shall be scheduled by the Recreation Director or his designee on a first come, first served basis.
3. 
Indoor facilities and pavilions shall not be available for use by any persons, organizations or groups other than those specifically authorized by Subsections 1 and 2 of this section, except as provided in Subsections 4, 5 and 6 of this section.
4. 
A deposit of $50 for rental of indoor facilities shall be required to be paid at the time of reservation to ensure return of keys and cleanup of the facility to be used. Said deposit shall be in addition to the rate for use of the facility established in Subsection 5 of this section, and shall be returned to the user if the facility is clean and all keys are returned on the next business day after use of the facility.
5. 
Request for use of the recreational facilities by persons or organizations not specifically provided for in Subsections 1 and 2 of this section may be considered by the Recreation Director or his designee on a case-by-case basis and on a first come, first served basis. Any such request shall be made to the Recreation Director or his designee in writing not less than 24 hours prior to the proposed use of the facilities. Such use shall be at the rates established by the Board of Supervisors by resolution and for rental of indoor facilities or pavilions shall be limited to short term or onetime events only. The Recreation Director shall maintain the schedule for each such facility. Any such use by other organizations shall be approved only if such use does not conflict with the uses specifically authorized by Subsections 1 and 2 of this section.
6. 
All persons renting such facilities shall be 18 years of age or older. Adult supervision shall be provided at all times during use of the facility.
