It is the duty of every property owner to maintain and repair that portion of any sidewalk which is on or abuts their property. This shall include keeping such sidewalks free of obstructions or hazards such as snow, ice, debris or overhanging branches or encroaching vegetation. In addition, no vehicle of any kind, including, but not limited to, automobiles, trucks, trailers, motor homes, motorcycles, snowmobiles, and all-terrain vehicles, shall be parked or stopped on any sidewalks within the Village of Lowville at any time.
Any person in violation of this article will be given a notice to remedy by the Code Enforcement Officer, Police Officer, Peace Officer or any other individual as designated by the Village Board to bring the sidewalk into compliance. A reasonable period of time shall be provided in such notice for such compliance. An order to comply could result and action with the Courts as set forth below.
Any person found to be in violation of this article or any section thereof will be a violation and shall be punishable of a fine not to exceed $250 or by imprisonment not to exceed 15 days or by both such fine and imprisonment. Nothing herein contained shall prevent the Board of Trustees from enforcing obedience of this article or any part or section thereof by injunction or other legal proceedings before any court of competent jurisdiction or any other legal manner. Each day that prohibited condition as defined in this article shall be allowed to continue to exist shall constitute a separate violation.
