All existing traffic and parking signs, signals, markings and devices posted pursuant to an order of the Board of Trustees or the Chief of Police shall be deemed to have been posted under authority granted by this chapter and the Vehicle and Traffic Law, and said posting is hereby ratified and confirmed. All violations of the directions on said signs, signals, markings and devices, presently or hereafter erected, shall be enforced by the police, the Code Enforcement Officer, and his designated inspectors, as violations of this chapter.

The Chief of Police is hereby authorized and directed to designate in the public streets and municipal parking fields of the Village such areas for safety zones, handicapped parking spaces, bus, cab or taxi stands, fire hydrant zones, driveway and other non-parking zones and areas for employee parking and permit parking as, in his discretion, may be required by the interests and convenience of the public, and shall cause such zones, stands and spaces to be marked in a suitable manner to indicate the appropriate uses thereof.

A. 
Findings. Vehicles left unattended on streets, or sections thereof, during and after a snowfall or weather emergency have been known to obstruct snow removal or street clearing operations by impeding the clear passage of snowplows and other emergency equipment. This provision has been enacted to compel the owners of vehicles to become more responsive to the cooperative effort needed to expedite snow removal or street clearing operations and to combat the paralyzing effect of snow accumulation or blockages upon Village roads during weather-related emergencies as may be declared pursuant to this section.
B. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
PARK
Leaving a vehicle standing motionless and unattended for an interval of time longer than necessary to board or unload passengers or freight.
VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power or used exclusively upon stationary rails or tracks.
VILLAGE STREET
Any street, road, highway or cul-de-sac over which the Department of Public Works of the Village of Amityville has jurisdiction for snow removal.
C. 
Authorization for Mayor to declare and to terminate snow emergency. The Mayor is hereby granted the authority to declare a snow or weather emergency affecting all or select streets, or portions thereof, within the Village of Amityville. S/he shall also have the authority to declare the termination thereof when, in his/her judgment, there is no further requirement for such declaration.
D. 
Notice of declaration and termination of snow emergency. Due notice of a declaration of snow or other weather emergency and due notice of its termination shall be given to the public through the use of such audible and visual media as may be available at the time such emergency is declared or terminated, through facilities such as radio and television broadcasting, internet, social media, newspapers, municipal bulletin boards, etc. In cases where a state of emergency is obvious to a prudent person, no extraordinary notice shall be required.
E. 
No parking during snow emergency. It shall be unlawful for an owner or a driver of a vehicle to park or permit a vehicle to be parked on any Village street, or portion thereof, during a snow or weather emergency, until such time that such emergency has been terminated, pursuant to the provisions hereof.
F. 
Vehicle towing. Any vehicle left unattended as provided in Subsection E, or which may be stalled or otherwise unable to be moved on any street during an emergency, may be towed or removed under the direction of the Police Department or the Department of Public Works. A charge for such removal shall be all the expenses actually and necessarily incurred in effecting such removal, in addition to any charges for storage. Such vehicle may be redeemed by the owner or person in charge of the vehicle upon payment to the Village Clerk, or the garage owner to which the vehicle has been moved, the full amount of the expenses aforesaid.
G. 
Penalty. Any person committing an offense against Subsection E of this section is guilty of a traffic infraction punishable by a fine not exceeding $500.
Pursuant to the written request of the Chief of the Amityville Fire Department, or the owner or other person in general charge of the operations or control of a shopping center, hospital, private apartment house complex or private condominium complex, the Chief of Police is hereby authorized to regulate traffic and parking in the private streets, roadways, driveways and parking area of such premises as follows:
A. 
Order stop signs, flashing signals or yield signs erected at specified entrance or exit locations to any such area or designate any intersection in such area as a stop intersection or as a yield intersection and order like signs or signals at one or more entrances to such intersection.
B. 
Regulate traffic in any such area, including regulation by means of traffic-control signals.
C. 
Establish maximum speed limits in any such area at not less than 15 miles per hour.
D. 
Prohibit or regulate the turning of vehicles or specified types of vehicles at intersections or other designated locations in any such area.
E. 
Regulate the crossing of any roadway in any such area by pedestrians.
F. 
Designate any separate roadway in any such area for one-way traffic.
G. 
Prohibit, regulate, restrict or limit the stopping, standing or parking of vehicles in specified areas of any such area.
H. 
Designate safety zones in any such areas.
I. 
Designate handicapped parking spaces in any such areas.
J. 
Provide for the removal and storage of vehicles parked or abandoned in any such area during snowstorms, floods, fires or other public emergencies, or found unattended in any such area, where they constitute an obstruction to traffic or where stopping, standing or parking is prohibited, and for the payment of reasonable charges for such removal and storage by the owner or operator of any such vehicles.
K. 
Adopt such additional reasonable rules and regulations with respect to traffic and parking in any such area as local conditions may require for the safety and convenience of the public or the users of any such area.
