All dwelling houses and other buildings except outbuildings
shall be numbered.

In causing the number to be placed on the buildings the SEPTA
right-of-way shall be the line of beginning for all streets and avenues
extending north and south therefrom and Morton Avenue shall be the
line of beginning for all streets and avenues extending east and west
therefrom. The even numbers shall be placed on the south and west
of the streets and avenues and the odd numbers on the north and east
of the same.

The numbering shall be by blocks or squares one hundred to the
square, and the basis for each number shall be 25 feet more or less
as is required.

The figures shall be of such size and so placed as to be easily
read from the sidewalks or roadways, but in any event shall be not
less than four inches in height with a stroke width of not less than
1/2 inch.

If any person neglects or refuses to place a number on his or
her house by October 1, 1909, then the Council may appoint a responsible
person to do such numbering and collect the cost from the property
owner or owners.
