A.
Chief Of Fire Department. The Chief shall be appointed by the Mayor by and with the consent of the Board of Aldermen at the first regular meeting of the Board after the City election. The Chief shall hold office until his/her successor is appointed and qualified.
B.
Chief Qualifications. No person shall be qualified to hold the office of Fire Chief of the City of Granby unless he is a resident of the City, at least thirty (30) years of age, a citizen of the United States, a voter under the laws and constitution of this State and the ordinances of this City, and shall not at any time be in arrears for any unpaid taxes or forfeiture while in office. In addition the Fire Chief shall have the following qualifications:
1.
He must possess knowledge of modern firefighting equipment, principles and techniques;
2.
He must possess knowledge of the City's laws, ordinances and codes relating to fire prevention;
3.
He must possess knowledge of the investigative techniques used in determining the cause of fires;
4.
He must possess knowledge of modern office practices;
5.
He must be able to direct firefighting activities and supervise the work of subordinates;
6.
He must have the ability to relate effectively and courteously with the public;
7.
He must be able to prepare and administer the Fire Department budget;
8.
He must be able to evaluate and analyze existing programs and functions within the Department and develop and implement changes to improve the effectiveness of the Department;
9.
He must possess a high school diploma or the equivalency thereof, and a valid State driver's license; and
10.
He must be qualified and certified as possessing the most current first aid and life-saving techniques.
C.
Chief Duties. The Fire Chief shall have the responsibility for planning for, organizing, coordinating, directing and reviewing the fire prevention, fire suppression and emergency rescue services of the Fire Department. In assuming these responsibilities, the Fire Chief shall perform the following duties:
1.
Examine and report quarterly to the Mayor the condition of the Department and its equipment, and to recommend such alterations and additions and changes as the Department may in his/her judgment require;
2.
Ascertain and report to the Mayor the condition and efficiency of the Fire Department and, if the Department fails to observe and enforce its rules and regulations so as to impair its efficiency to report the same, with such suggestions as he may deem most appropriate.
3.
Organize, coordinate and direct use of manpower and equipment at the scene of a fire;
4.
Plan and direct maintenance programs for all vehicles, equipment and the building(s) in which the Fire Department is located;
5.
Conduct fire inspections and enforce all the provisions of the City's fire prevention code;
6.
Plan, implement and direct training programs for all Fire Department personnel;
7.
Prepare and administer the annual Fire Department budget;
8.
Direct all personnel matters, including, but not limited to, hiring, firing, scheduling and receiving and evaluating the performance and salary treatment of Department employees, but before any person is employed or terminated, the Chief shall advise the Board for its review and approval of the matter;
9.
Maintain records regarding all personnel matters;
10.
Coordinate volunteer firemen and prepare rules and regulations for volunteer firemen;
11.
Attend all regular meetings and any other meetings of the Board of Aldermen as directed by the Board, and make such reports to the Mayor and Board of Aldermen when requested;
12.
Serve as relief fireman when necessary;
13.
Perform such other related duties as may be assigned by the Mayor and Board of Aldermen.
D.
Chief Compensation. The compensation for the office of Fire Chief shall be in such amount as established by the Board of Aldermen and approved by the Mayor.
