It shall be unlawful to conduct a parade or march without first obtaining a permit therefor from the City Clerk.
Any legally constituted group, charitable and/or nonprofit corporation may obtain a permit for the holding of a parade or march by applying to the City Clerk at least 30 days prior to the holding of any such event.
The City Council will issue a permit as required by this chapter when a legally constituted group pays a fee of $1; provided, however, that no fee shall be required to be paid by any political subdivision of the County, City, or state and, provided, further, that no fee shall be required to be paid for such a permit by any patriotic organization such as the American Legion, Veterans of Foreign Wars, and similar organizations.
Permits required by this chapter shall specify the name of the legally constituted group seeking to hold a parade or march and further, such permit will specify the date and time for the holding of such event for which such permit is sought.
A permit issued by the City Council under the provisions of this chapter shall be effective for a period not to exceed 24 hours for any day for which it is issued.
