There is hereby levied and assessed upon each lot, parcel of land, building or premises having a connection with the wastewater system and being served with water solely by the Water Utility a user charge based, in part, on the quantity of water used as measured by the Water Utility water meter used upon the premises.
Sewer users served by private wells have two options as described below:
A. 
If any user discharging wastewater into the system procures any part or all of water used from sources other than the Water Utility, all or part of which is discharged into the system, the user shall be required to have water meters installed for the purpose of determining the volume of water obtained from these other sources. Where wastewater meters are already installed, the water meters will not be required. The water meters may be furnished by the Water Utility and installed under its supervision. All costs, including the cost of the meter, shall be charged to the user requiring the meter.
B. 
As an alternative to the installation of a water or wastewater meter, the approving authority may, upon petition by the user, establish a flat rate for sewer service which shall be based on the average Water Utility consumption for the classification of services which applies to the petitioner.
If a sewer user feels that a significant amount of metered water does not reach the sanitary sewer, he can at his own expense, with approval of the approving authority, install such additional meters or metered services as are necessary to calculate the volume of water not discharged to the sanitary sewer. Metered water not discharged to the sanitary sewers shall not be subject to sewer service charges. Requests to install additional meters must be made in writing to the approving authority.
Devices for measuring the volume of waste discharged may be required by the approving authority if this volume cannot otherwise be determined from the metered water consumption records. Metering devices for determining the volume of waste shall be installed, owned, and maintained by the discharger. A maintenance schedule must be accepted by the approving authority. Following approval and installation such meters may not be removed without the consent of the approving authority.
Unmetered sewer customers shall be charged a fixed charge and volume charge. The fixed sewer user charge for unmetered customers shall be the same charge each quarter as the fixed charge for a customer with a three-fourths-inch water meter provided in Appendix A.[1] The volume charge shall be computed using a quarterly volume of 14,000 gallons and volume charge provided in Appendix A.

Industrial wastes discharged into the public sewers shall be subject to periodic inspection and a determination of character and concentration of said wastes. The sampling may be accomplished either manually or by the use of mechanical equipment acceptable to the approving authority. The use of flow proportional composite sampling is preferred.
A. 
No user shall receive free service or pay a sewer use charge less than the user's proportional share of debt retirement, operation and maintenance, and replacement costs.
B. 
The Mishicot Sewer Utility shall consider for credit occurrences in which it can be reasonably proven that the volume of water in question was not discharged to the sanitary sewer system in accordance with the Sewer Use Credit and Leak Policy on file at the office of the Village Clerk-Treasurer.
