A municipal election is hereby called to be held in the City,
in the several municipal wards thereof, on the first (1st) Tuesday
after the first (1st) Monday in April of each year, as required by
the law applicable to a Third Class City, for the purposes of electing
such officials as may be required to be elected by the Statutes of
the State, and as may also be required to be elected by the ordinances
of the City, in the year of their respective elections.

Pursuant to the Comprehensive Election Act of 1977 (House Bill No. 101) passed by the 79th General Assembly of the State, the election authority (County Clerk), as provided by such Act, shall conduct the annual municipal election on the first (1st) Tuesday after the first Monday of each April, provided however, the City Clerk may conduct said election in all respects as if said election had been conducted by the County Clerk pursuant to Section
105.080 of this Chapter if the City shall make a valid option to conduct said annual municipal election independently of the election authority.

All offices to be elected at the annual municipal election shall
be opened for filing with the City Clerk at 8:00 A.M., the seventeenth
(17th) Tuesday prior to election. The closing filing date for declaration
of candidacy for any such elected office shall be 5:00 P.M. on the
fourteenth (14th) Tuesday prior to the election.

The City Clerk shall give notice in a newspaper of general circulation in the City of the opening and closing dates referred to in Section
105.030 of this Chapter by publicizing a notice thereof prior to the opening for filing date. Said notice shall set forth the offices to be elected and the opening date and the closing date of the filing therefor, and the date of the election.

Any person desiring to become a candidate for office shall file
with the City Clerk a statement of such candidacy substantially in
the following form and shall pay the filing fee therefor to the City
Clerk. Declarations shall be accepted during regular business hours
of the City Hall. The filing fee for each candidate shall be twenty
dollars ($20.00).

A. Within the offices to be elected, the candidates for municipal offices
shall be listed in order of their filing of declarations of candidacy.
No title or degree may be shown on the ballot, but nicknames may be
indicated between the candidates' first and last names.
B. On the first (1st) day of candidacy a lottery shall be used to determine
the order of listing with the lowest number being placed first on
the ballot. On subsequent days, candidates shall be listed in the
order of their filing of Declaration of Candidacy.

If pursuant to the option of the City Council, by resolution
duly passed by the Council, the City shall choose to lawfully conduct
its own election as permitted by the Comprehensive Election Act of
1977 for certain special elections, and the City Council shall designate
by said resolution the City Clerk to conduct said election then the
City Clerk shall assume the authority of the election authority (County
Clerk) and conduct said election in all respects as said election
would have been conducted by the election authority (County Clerk).

The City Council shall review and, if necessary, fix or adjust
the ward boundaries every five (5) year interval beginning with the
year 2000. In addition, the City Council shall review and, if necessary,
fix or adjust the ward boundaries in the event population is increased
through annexation. In conducting the review process, the Council
shall consider the total population distribution published for the
most recent decennial census plus known population increases and decreases
since the publication of the most recent decennial census.
