A Personnel Board is hereby established which shall consist of five (5) members. The members shall be residents of the City and appointed by the Mayor with the approval of the Council. The term of each member shall be for two (2) years, except that the terms of the members first (1st) appointed shall be for varying periods so that succeeding terms will be staggered with two (2) of the members considered for appointment in odd-numbered years and three (3) of the members considered for appointment in even-numbered years. Members appointed will serve their terms subject to extension, resignation or removal. Vacancies shall be filled for the unexpired term only.

The Personnel Board appointed pursuant to Section 200.450 shall be solely responsible for the giving of examinations to candidates for the Police Department as well as examinations for appointment or promotions within the Police Department. As a result of the examinations, the Board shall certify a list of eligibles to the Mayor.

Three (3) members of the Board shall constitute a quorum for the transaction of all business at any regular or special meeting.

Unless provided otherwise by law, any member of this Commission (or Board) may be removed by the Mayor, with or without cause, with the approval of a majority of the members of the City Council, at any time, or by a two-thirds vote of the members of the City Council without the consent and approval of the Mayor.
