The first (1st) meeting of the City Council after each general municipal election shall be held as provided by law; thereafter, the Council shall hold regular meetings on the first (1st) and third (3rd) Thursday of each month at the City Hall, or at such place as the Mayor may designate. All regularly scheduled meetings shall commence at 7:00 P.M.

Adjourned meetings of the Council may be held for the purposes of completing any unfinished business of any regular meeting, the introduction of new business, and for the consideration of such other business as may properly come before any regular meeting of the City Council. Adjourned meetings shall be held at such time or place as may be determined by the Council at any regular meeting.

Special meetings of the City Council may be called from time to time to be held in the City Hall or such other place designated in the call of such meeting at the time designated in the special call. Special meetings of the Council may be called by the Mayor or by two (2) Councilpersons. If called by Councilpersons, notice shall be served to the Mayor and Councilpersons either personally or by depositing the notice in the United States mails, directed to the last-known addresses of the Mayor and the Councilpersons. If the notice is personally served, it must be served at least twenty-four (24) hours before the time set for the meeting; if the notice is deposited in the mail, it must be deposited at least thirty-six (36) hours before the time set for the meeting.

Emergency meetings of the City Council may be called for good cause from time to time as allowed by law.

A. 
The Mayor or such person designated by the Mayor shall prepare an agenda for each Council meeting and shall cause a copy of the agenda, the proposed bills, the minutes of the previous meeting, along with other attachments, to be prepared for each Councilperson.
B. 
It is the intent of this Section that deviations from the agenda shall only be allowed for matters of urgent concern.
