Special meetings of the City Council may be called from time to time to be held in the City Hall or such other place designated in the call of such meeting at the time designated in the special call. Special meetings of the Council may be called by the Mayor or by two (2) Councilpersons. If called by Councilpersons, notice shall be served to the Mayor and Councilpersons either personally or by depositing the notice in the United States mails, directed to the last-known addresses of the Mayor and the Councilpersons. If the notice is personally served, it must be served at least twenty-four (24) hours before the time set for the meeting; if the notice is deposited in the mail, it must be deposited at least thirty-six (36) hours before the time set for the meeting.
