In case the office of City Administrator becomes vacant, or if the City Administrator is incapacitated and unable to designate an acting City Administrator, the Mayor shall appoint, with the approval of the City Council, a qualified Administrative Officer to serve as acting City Administrator until a City Administrator is appointed or the City Administrator is able to resume his/her duties. In no event, shall the Mayor appoint a member of the City Council as acting City Administrator.
