A. 
As minimum qualifications the City Administrator shall be at least twenty-one (21) years of age, have paid all taxes owed the City and a resident of the City while serving as City Administrator.
B. 
The City Administrator shall be appointed by the Council with the consent of the Mayor. The City Administrator shall be the Chief Administrative Assistant to the Mayor.
C. 
An ordinance shall be adopted including provisions of salary and employment conditions of the City Administrator.
D. 
The City Administrator shall devote his/her full time to the performance of the duties of the office.
E. 
The City Administrator shall serve at the pleasure of the appointing authority pursuant to Section 77.044, RSMo., as amended.

The City Administrator shall take the oath of office prescribed by law.

A. 
The City Administrator shall have general superintending control of the administration and management of the governmental business, officers and employees of the City, subject to direction and supervision of the Mayor.
B. 
The City Administrator shall appoint and discharge all department heads and employees of the City except elected officials or persons appointed by the Mayor and Council as provided by ordinance.
C. 
The City Administrator shall have no control over the merit system Police Department of the City.

The Mayor and the City Council shall retain all powers given to them by the laws applying to Third Class Cities and all laws governing the City.

A. 
The City Administrator shall plan, develop and establish the administrative and management structure of the City and submit it to the City Council for approval.
B. 
The City Administrator shall define the authority, responsibilities and duties as they pertain to each department in the City Government and submit it to the City Council for approval.
C. 
The City Administrator shall develop and maintain the personnel system of the City, including the preparation of the necessary policy manuals, and submit it to the City Council for approval.
D. 
The City Administrator will appoint and manage others who will perform all necessary activities to provide day-to-day operations for the City Government.
E. 
The City Administrator shall assist in developing the necessary ordinances and policies required for the City to operate.
F. 
The City Administrator, unless excused by the Mayor or any two (2) Councilpersons, shall attend all meetings of the City Council.

The City Administrator may delegate any of the responsibilities of the office to an approved subordinate, but he/she shall be accountable for their proper performance and completion.

The City Administrator shall designate in writing, filed with the Mayor and City Council, a department head to perform the duties of City Administrator as necessary in the event of his/her temporary absence from the City. The City Officer so selected shall be designated "Acting City Administrator".

In case the office of City Administrator becomes vacant, or if the City Administrator is incapacitated and unable to designate an acting City Administrator, the Mayor shall appoint, with the approval of the City Council, a qualified Administrative Officer to serve as acting City Administrator until a City Administrator is appointed or the City Administrator is able to resume his/her duties. In no event, shall the Mayor appoint a member of the City Council as acting City Administrator.
