There is hereby created an Economic Development Committee for the City of Kimberling City, Missouri. The aim of this Committee is to promote sound economic development by acting as a liaison between existing businesses, industry and City departments; encouraging business and industry to locate in our City; proactively identifying any problems relating to industry and other commercial enterprises; and recommending pro-business policies, programs and projects to the Board of Aldermen.

A. 
Members. The Economic Development Committee shall consist of seven (7) voting members and two (2) non-voting members consisting of the Mayor, and one (1) member of the Board of Aldermen. All members shall serve without compensation and may be residents of Kimberling City or a non-resident residing in the 65686 zip code, have a business relationship with Kimberling City or employed within Kimberling City.
B. 
Appointment. The Mayor, with the consent and approval of a majority of the Board of Aldermen, shall appoint all voting members of the Board.
C. 
Terms. The term of each of the members shall be for two (2) years. All terms shall run June 1 through May 31 of each year. Each member, at the end of his/her term, must request reappointment by the Mayor. The Mayor at his/her discretion shall, by and with the consent of the Board of Aldermen, reappoint the member for a two (2) year term.
D. 
Vacancies. All vacancies on the Economic Development Committee resulting from a member's resignation or inability to complete a term shall be reported to the Mayor. Thereafter, the Mayor shall, by and with the consent of the Board of Aldermen, appoint a person to fill the unexpired term of that member.
E. 
Absences. If a Board member is absent from three (3) meetings in a calendar year, the Board member could be removed from the Board by a unanimous vote from a majority of the Board members. If the Board member requests reinstatement, he/she must go before the Board and request the Board to reinstate his/her membership. The Board will take a closed vote to decide reinstatement for the Board member. A majority vote of "yes" must be recorded for the member to be reinstated.
F. 
Organization. The Economic Development Committee shall annually elect from its members a Chairperson, a Vice Chairperson and a Secretary from among the citizen members. The term of the Chairperson, Vice Chairperson and Secretary shall be for one (1) year with eligibility for reelection.
G. 
Removal. The Board of Aldermen may remove any member for cause stated in writing.

The Economic Development Committee shall hold a regular meeting each month. Special meetings may be called at any time by the Chairman of the Committee. Meetings of the Committee shall be open to the public unless otherwise authorized pursuant to Missouri Law.

The Committee shall keep a record of its proceedings. These records shall be public records and shall be kept in the office of the City Clerk.

A. 
The duties of the Economic Development Committee shall be as follows:
1. 
Serve as an informational resource for existing and prospective businesses by maintaining, updating and making available a packet containing pertinent data and information which accentuates the positive attributes of Kimberling City and the benefits associated with doing business in our community.
2. 
Research availability of Federal, State, local and private grants and incentive program options for economic development.
3. 
Identify and address the needs of existing business.
4. 
Coordinate with the Board of Aldermen in seeking and attracting new business.
5. 
Assist in legislation toward economic incentives.
6. 
Serve as a sounding board for various business community interest and as the "eyes and ears" for the City business community. In addition, the Committee will, as necessary, participate in community outreach efforts to communicate economic development initiatives that impact Kimberling City.
7. 
To serve in an advisory capacity to the Board of Aldermen and City staff in matters pertaining to economic development, including, but not limited to, manufacturing, retail, tourism, business expansion and revitalization.
8. 
To review economic trends and to make recommendations to strengthen the economic well-being of the City.
9. 
Assist to maintain an environment conducive to preserve, protect and enhance the living and working conditions for the citizens of Kimberling City.
10. 
Assist Board of Aldermen and City staff with future planning studies.
11. 
Review, analyze and submit recommendations to the Board of Aldermen on any tax increment financing opportunities.
12. 
Assist in maintaining Kimberling City's small-town atmosphere as the community continues to grow.
13. 
Facilitate the revitalization of the shopping districts.
14. 
Promote recreation and entertainment opportunities within the community.

A. 
The Committee shall review and understand economic development concepts and methods and report the following to the Board of Aldermen prior to October 1 of each year:
1. 
Establish goals for economic development.
2. 
Establish strategies to accomplish goals.
3. 
Establish policies for economic development.
