The following are the reasons for passage of this chapter:
A. Complaints of residents concerning smoking and the use of tobacco
by minors.
B. Adverse public health risks for smokers in later life and the public
in general.
C. Aggravation for nonsmoking persons with respiratory health problems.
This chapter is enacted in accordance with the following Illinois
state statutes:
A. The Tobacco
Accessories and Smoking Herbs Control Act (720 ILCS 685/1 et seq.),
which prohibits the sale and possession of tobacco products by and
to persons under the age of 18.
B. The Prevention
of Tobacco Use by Minors and Sale and Distribution of Tobacco Products
Act (720 ILCS 675/0.01 et seq.).
C. The Display
of Tobacco Products Act (720 ILCS 677/1 et seq.).
D. The Prevention
of Cigarette Sales to Minors Act (720 ILCS 678/1 et seq.).
E. The Smokeless
Tobacco Limitation Act (720 ILCS 680/1 et seq.).

It shall be unlawful for any person under 21 years of age to
sell, barter, chew, use or possess or smoke cigarettes, cigars, pipes
or other tobacco products or vaping products within the corporate
limits of the Village of Granville.
Any person violating the provisions of this chapter shall be
fined $25 for a first violation and $50 for any second or subsequent
violation.
