(a) 
Established. There is hereby established a retirement system for employees of the town, commencing in and for the fiscal year of September 15, 1966 to September 14, 1967, and continuing thereafter.
(b) 
Administration. The Board of Finance and the Board of Selectmen are hereby authorized to establish, administer and maintain a retirement system for the employees of the town and to make provision, by regulations, appointment of boards, committees, agencies or commissions, for the establishment, administration and maintenance of such retirement system. The retirement system may be administered in conjunction with or in the light of other retirement or pension benefits presently or in the future equitably available to the beneficiaries thereof.
(c) 
Funding. The retirement system may be financed by appropriation of town funds, contributions by employees, an insurance policy or policies, trust funds, general contributions or bequests, or any other legal, actuarially and fiscally sound means.
(d) 
Benefits generally. The retirement system may provide benefits for the dependents and/or survivors of the town employees and may be administered jointly or in conjunction with any other benefits or plan of benefits presently or in the future equitably available to town employees, their dependents and/or survivors.

The town shall have one Assessor to be appointed by the Board of Selectmen. The Assessor shall be a qualified professional with appropriate experience and shall be appointed to such term of office as is deemed desirable by the Board of Selectmen, whether definite or indefinite, and shall be subject to removal after a hearing by the Board of Selectmen. Compensation shall be determined by the Board of Selectmen.

(b) 
Salaries shall be established annually, by resolution, by the Board of Selectmen.

(a) 
Established. The position of Executive Administrator is hereby established, and the Executive Administrator shall be a professional employee.
(b) 
Intent. It is the intent of this section that the position of Executive Administrator shall serve as the position of administrative assistant, as set forth in the Charter, Article VII-4.
(c) 
Appointment. The Executive Administrator shall be appointed by the First Selectman, with the approval of the Board of Selectmen, in accordance with the Charter, Article VII-1.
(d) 
Duties. The Executive Administrator shall be responsible for carrying out various administrative duties and responsibilities of the First Selectman as assigned or delegated. This function will be involved in coordinating meetings; administrative procedures and other executive level activities; assisting with the preparation of the town budget; coordinating the preparation of the annual town report; participating in meetings with various individuals and groups outside town government in order to foster positive community/government relations; and performing related work as required.
(e) 
Qualifications. The Executive Administrator:
(1) 
Shall have considerable ability to analyze problems and to recommend actions to address those problems; thorough ability in oral and written communications; and considrable ability to establish and maintain effective working relationships with boards, other organizations, superiors, associates and the general public.
(2) 
Will possess a four-year degree from a recognized college or university in public or business administration or a related field, plus three years of experience in municipal administration, or any combination of experience and training which provides a demonstrated ability to perform the duties of the class.

(a) 
The Windham Veteran's Council will select a municipal agent for veterans services. Such agent shall be a local community-based organization or contractor experienced in case management and advocacy. Such agent shall have an American Legion representative on its board or, in the case of an individual contractor, be an active member of the American Legion.
(b) 
The duties of a municipal agent may include, but not be limited to:
(1) 
Receive funds from local, state and federal agencies to promote, advocate and assist Windham area veterans.
(2) 
Provide access to veterans health, social, and rehabilitative services at the veterans home and hospital.
(3) 
Coordinate with the Windham Veterans Council, lead agency for community ceremonies, the observance of Memorial and Veterans Day activities.

The following salaries are set per Town of Windham Charter:
Mayor: $5,000 per year.
Town Council members: $1,000 per year.

The town shall provide such services to its senior citizens as the Town Council budgets for each year. Senior services shall be provided by town staff and by volunteers who donate their services. The town shall operate a senior center at such locations and under such terms and conditions as the Town Council shall approve.
