(a) 
In the interest of public safety and the welfare of the town, it is necessary to restrict the parking of vehicles on public streets during a snow emergency. A snow emergency is a time during which vehicular traffic is expected to be hazardous due to the elements and during which the parking of vehicles could hinder, delay, or obstruct the safe flow of traffic.
(b) 
A snow emergency shall be declared by the Chief of Police or the director of public works, and shall cause a public announcement of such snow emergency and put a winter parking ban in effect.
(c) 
During any snowstorm, at such time as snow has accumulated to one-half inch or more, and until 12 hours after such snow accumulation for snow plowing operations, the parking or motor vehicles is prohibited on any public street.
(d) 
Violation of this regulation shall be punishable by a fine of $10 and may result in towing of such vehicle. The towing expense shall be the responsibility of the registered owner of such vehicle.

This article shall be known and may be cited as the "On-Street Residential Parking Ordinance."

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
INVITEE
Includes any person temporarily visiting the dwelling of a resident for either social or business purposes and includes delivery men, meter readers, service men, mail carriers and the like.
MOTOR VEHICLE
Includes automobiles, motorcycles, motor scooters, vans, trucks, campers and trailers.
RESIDENT
Includes any person residing in a dwelling located adjacent to a town street, but specifically excludes any person residing in a college or school dormitory.

(a) 
No person who is not a resident or an invitee of a resident shall park or otherwise leave unattended any motor vehicle in any restricted on-street parking area described in Section 8-24 for a period of more than 15 minutes.
(b) 
Any person violating this section shall be subject to a fine of $5 for the first offense, a fine of $10 for the second offense, and a fine of $15 for each subsequent offense.
(c) 
Any motor vehicle which remains parked or otherwise unattended on a restricted on-street parking area in violation of this section may be towed by the Police Department of the Willimantic Service District in accordance with that department's regulations.
