The town hereby adopts the provisions of G.S. 8-31a and elects to participate in the regional planning agency now or henceforth existing under authority of Chapter 127, in the Windham Region as defined by the Connecticut Development Commission.

(a) 
The Town of Windham, having a population of 16,973 according to the federal census of 1960, shall have two representatives of the agency.
(b) 
The selectmen shall appoint to the agency one representative and the Planning Commission shall appoint to the agency one representative. The representative originally appointed by the selectmen shall serve an initial term of two years, and the representative originally appointed by the Planning Commission shall serve an initial term of one year. Thereafter, all appointees shall serve two years.
(c) 
Appointees shall serve for the term of their office and until their successors shall have been appointed. Appointees may be reappointed. Terms of office shall commence when the appointment is made or from the first organization meeting of the regional planning agency, whichever is later.

Vacancies created by resignation or inability to serve shall be filled by the selectmen of the town for the remainder of the unexpired term. Any representative who is absent from three consecutive meetings of the agency and any intervening duly called special meetings thereof shall be considered to have resigned from said body except that the requirements of this section may be waived by the selectmen of the town or by the Planning Commission for good cause.
