There shall be a Department of Civil Service administered by a personnel officer or a municipal civil service commission, which shall have all the powers and duties as set forth in the Civil Service Law of the State of New York.

The Director of the Department of Civil Service shall be appointed by the County Executive, and such appointment shall be subject to the confirmation of the County Legislature. The term of office of the Director of Civil Service, who serves as the County's personnel officer, shall be in accord with the provisions of the New York State Civil Service Law.
