That it shall be unlawful for any person to willfully or maliciously torture, beat, kick, strike, mutilate, injure, disable or kill any dog used by the Police Department of the Township of Blair in the performance of the functions or duties of such department, or to interfere with or meddle with any such dog used by said department or any member thereof in the performance of any of the functions or duties of said department or of such officer or member. Any person who shall violate any of the provisions of this Article II shall be deemed guilty of a criminal offense.

Any person who violates or permits a violation of this article shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus costs of prosecution. In default of payment thereof, the defendant may be sentenced to imprisonment for a term not exceeding 90 days. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this article that is violated shall also constitute a separate offense. Anyone found guilty of violating this article shall pay the documented cost and training of such dog if such dog is killed or injured such that it can no longer be used by the Police Department. If said dog is able to return to service, then the violator shall pay all medical fees incurred.
