The discharge of septic tank wastes to the City of Seward water/wastewater
treatment facilities and system are hereby permitted, subject to the
conditions and requirements set forth in this section.
All wastewater and septic tank discharge material shall be from
domestic septic tank systems which are located within the County of
Seward, Nebraska.
All commercial haulers of such wastewater and septic tank material
shall apply for and be issued a license to haul such material to the
City of Seward Water/Wastewater Treatment Facilities, which license
shall be approved by the Mayor and Council of the City of Seward,
Nebraska, and a good and sufficient bond shall be furnished by the
hauler in the amount of $50,000 to secure the City from any damages
or expenses as may be incurred by the City by the reception of such
wastewater and septic tank material to the City of Seward water/wastewater
treatment facilities and which bond shall be approved by the Mayor
and Council.
The hauler shall request a permit to discharge such materials,
which permit shall be issued by the Water/Wastewater Superintendent
of the City. Such permit shall be secured at least 24 hours prior
to the discharge of such materials. No more than 3,000 gallons of
such waste materials shall be accepted by the City of Seward water/wastewater
treatment facilities within any twenty-four-hour period.
At the time of the discharge of such materials, a sample shall
be taken from such material and preserved by the Water/Wastewater
Superintendent of the City for future analysis of any hazardous materials.
If the biological treatment process is negatively affected at the
water/wastewater treatment facilities of the City because of hazardous
materials in the discharge, the hauler will be liable for damages
and expenses incurred by the City.
The hauler discharging such waste to the City of Seward water/wastewater
treatment facilities shall certify in writing that such materials
have come from domestic septic tanks within the County of Seward,
Nebraska only, and listing the location and date when such wastes
were loaded and the time and date to be discharged to said water/wastewater
treatment facilities, and that said waste contains, to the knowledge
of the hauler, no hazardous materials.
The hauler shall pay for the discharge of such materials a fee
as set from time to time by the City Council, payable prior to the
discharge of such materials.
The discharge of such materials shall be during the period of
7:30 a.m. to 11:30 a.m. and 1:30 p.m. to 3:30 p.m. during the summer
months from Memorial Day to Labor Day; and 8:30 a.m. to 11:30 a.m.
and 1:30 p.m. to 4:30 p.m. during the winter months from Labor Day
to Memorial Day; on each day during such periods, except weekends
and holidays.
