A. 
There is hereby established a Public Works Committee to serve in an advisory capacity only, making recommendations to the Mayor and Council for all approvals regarding all public works and utilities owned, operated, regulated and/or overseen by Franklin Borough. The scope of the Public Works Committee's review and recommendations shall include streets, roads, water, sewer and garbage within the Borough of Franklin, as well as the maintenance of existing systems, planning, capital improvements, budgeting, purchase of equipment and material and staffing of same and other reasonably related areas and subjects the Mayor may deem fit. The Public Works Committee shall be composed of three members of the Franklin Borough Council plus, as needed by the Committee, the Borough Attorney and Engineer, and shall meet as much as is necessary, preferably the first and third Thursday of each month prior to the Mayor and Council.
B. 
The term of these members shall be annual and shall be appointed by the Mayor with the consent of the Council at each reorganization or as soon as reasonably practicable thereafter.
C. 
Notwithstanding anything else herein, all references and powers in any other Borough ordinance or resolution regarding the "Board of Public Works" shall be replaced with and supplanted by the "Public Works Committee." The Board of Public Works was previously disbanded and repealed, and the Public Works Committee shall now serve in its place with the same powers and duties provided for elsewhere, subject to Mayor and Council review and approval.
D. 
If any provision of this article or the application of this article to any person or circumstances is held invalid, the remainder of this article shall not be affected and shall remain in full force and effect. All ordinances or parts of ordinances or resolutions that are inconsistent or in opposition to the provisions of this article are hereby repealed in their entirety. This article will take effect after publication and passage according to law.[1]
