1. Sewage Treatment and Conveyance. There is hereby imposed and established
charges for the use of the ALCOSAN sewage treatment works and facilities
and for the Ross Township operation and maintenance of the sewer conveyance
system. The rate of such charges shall be based on the quantity of
water used as shown by water consumption readings. All users of the
sewer system situate within the territorial limits of the Township
of Ross shall be charged as follows:
A. ALCOSAN service charge: $7.30 per bill.
B. Ross Township service charge: $1.50 per bill.
C. ALCOSAN user fee: $10.41 per 1,000 gallons of water.
D. Ross Township user fee: $4.50 per 1,000 gallons of water.

Charges for said sanitary sewage service shall be billed monthly,
and all bills shall be rendered as of the first day of the month following
the month for which charges are made and shall be due and payable
at the net amount within 30 days of the due date of the statement.

In the event the charges for said sanitary sewage service remain
unpaid for a period of 30 days from the date of said statement for
such service or until the next monthly bill is issued, and the failure
to make said payment is a result of exceptional circumstances as determined
by the Board of Commissioners after presented thereto, such charges
shall be deemed and are hereby declared to be delinquent, after which
an interest of 8% per annum or 0.66% per month of the amount of said
statement shall be added.

The rates and charges herein established shall be imposed upon
and collected from the owner, tenant or occupant of such lot or parcel
of land in the Township of Ross serviced by a sanitary sewer owned,
maintained or operated by the Township of Ross from which sewage,
waste or water enter the Township's sewer system. The Township of
Ross hereby imposes said sewage service charges upon and demands payment
thereof from the owner of such premises, and in the event payment
is not timely made, and the failure to make said payment is a result
of exceptional circumstances as determined by the Board of Commissioners
after presented thereto, the Township shall and will file a lien therefor
against the premises served for the amount due plus such penalty and
interest as permissible by law calculated from the date the lien is
filed in the office of the Department of Court Records of the Court
of Common Pleas of Allegheny County, Pennsylvania.
