It shall be unlawful to operate or cause to be operated any
motorized vehicle or bicycle over, on or through the infield or outfield
of all fields operated and maintained by the Township of Collier and
utilized for Little League or softball in any areas of the Township.
It shall further be unlawful to operate or cause to be operated a
bicycle, wagon, roller skates, or other type of wheeled vehicle, such
as a motorbike, minibike, trail bike, or to ride a horse or horses
over the above-listed areas.

1. All wheeled vehicles or horses shall be parked upon a designated
stone parking area in the Rennerdale field area or in any other area
appropriately designated by signs.
2. There shall be posted or caused to be posted appropriate signs prohibiting
wheeled vehicles over and on the playing areas of the aforesaid fields.

Any person violating the provisions of this Part, upon conviction
thereof, shall be sentenced to pay a fine of not less than $10 nor
more than $1,000 plus costs and, in default of payment of said fine
and costs, to a term of imprisonment not to exceed 30 days. Each day
that a violation of this Part continues shall constitute a separate
offense.

It is declared the purpose of this Part to make provisions which
are deemed to be a reasonable exercise of the police power of the
Township. All charges regarding conduct prohibited by this Part shall
be brought under this Part and not under the Pennsylvania Vehicle
Code, Act of June 17, 1976, P.L. 162, No. 81, 75 Pa.C.S.A. § 101
et seq., as amended, except to the extent such charges are required
to be brought under the Vehicle Code.

Subject to additional definitions contained in subsequent provisions
of this Part, which are applicable to specific provisions thereof,
the following words and phrases when used in this Part shall have,
unless the context clearly indicates otherwise, the meanings given
to them in this section. Words or phrases used in this Part and not
defined herein shall have the meaning defined in the Pennsylvania
Vehicle Code, 75 Pa.C.S.A. § 101 et seq., or, if not defined
there, then the meaning commonly attributed to them when used in the
appropriate context:
AUTHORIZED VEHICLE
A vehicle, other than an emergency vehicle, for which special
operating or equipment privileges are given by law or by the Township
Manager as may be required to complete a specific task.
EMERGENCY VEHICLE
A fire department vehicle, police vehicle, blood delivery
vehicle, armed forces emergency vehicle, or private vehicle of a fire
or police chief used for answering emergency calls, ambulance vehicle,
or other vehicle so designated by the Pennsylvania State Police pursuant
to § 6106 of the Pennsylvania Vehicle Code, 75 Pa.C.S.A.
§ 6106.
MOTOR VEHICLE
Every vehicle which is self-propelled, except one which is
propelled solely by human power.
PARKING OR PARK
When permitted, means the temporary storing of a vehicle,
whether occupied or not, off the roadway. When prohibited, means the
halting of a vehicle, whether occupied or not, except momentarily
for the purpose of and while actually engaged in loading or unloading
property or passengers.
STANDING OR STAND
When prohibited, means the halting of a vehicle, whether
occupied or not, except momentarily for the purpose of and while actually
engaged in receiving or discharging property or passengers.
STOPPING OR STOP
When required, means complete cessation from movement. When
prohibited, means any halting, even momentarily of a vehicle, whether
occupied or not, except when necessary to avoid conflict with other
traffic or in compliance with the directions of a police officer or
traffic control device.

It shall be the duty of the Police of the Township to enforce
the provisions of this Part and the applicable provisions of the Pennsylvania
Vehicle Code, 75 Pa.C.S.A. § 101 et seq. The Police of the
Township are hereby authorized to enforce the provisions of this Part.
In the event of fire or other emergency, or to expedite traffic or
to safeguard pedestrians, police or fire personnel may direct traffic,
as conditions may require, notwithstanding any provisions of this
Part to the contrary.

Except for emergency or authorized vehicles, no motor vehicle
may be operated on the Panhandle Trail.

1. Except in those circumstances listed below, no person shall stop,
stand, or park a motor vehicle on the Panhandle Trail or within 500
feet of any entrance to the Panhandle Trail.
2. Exceptions. The provisions of the section above are applicable except
in the following circumstances:
A. When parking, standing, or stopping is necessary to avoid conflict
with other traffic.
B. When standing, stopping, or parking a vehicle is necessary to protect
the safety of any person or vehicle.
C. When the stopping, parking or standing of a motor vehicle is necessary
in order for an operator to be in compliance with law or to otherwise
obey the directions of a police officer or official traffic control
device.
D. Where an emergency vehicle or authorized vehicle is authorized or
required to stop, stand, or park.

The penalty for violation of any provision of this Part shall
be $30.

Upon plea and proof that a person is unable to pay any fine
and costs imposed under this chapter, a Court may, in accordance with
the Pennsylvania Rules of Criminal Procedure, order payment of the
fine and costs in installments and shall fix the amounts, times and
manner of payment.

Any person who does not comply with an order entered under this
Part may be imprisoned for a number of days equal to one day for each
$10 of the unpaid balance of fine and costs.
