No recreational boat shall be docked at the docks of the Murtha Amphitheater in the Riverfront Park of Kittanning Borough between the hours of 12:00 a.m. and 6:00 a.m.
No recreational boat shall have access to any on-shore power supply owned by the Borough of Kittanning.
No recreational boat shall be permitted to have additional dock space for a dinghy which is tied to the rear of the recreational boat. All dinghies must be secured to the river-side of the docked recreational boat, or otherwise stowed so that it is not tied behind the recreational boat.
For purposes of this article, the definition of "recreational boat" shall not include any boat which is docked for any official governmental purpose, or which is a special invitee of the Borough of Kittanning such as part of the RiverQuest or Gateway Clipper fleets. The definition also shall not apply to any boat which has received express written authorization from the Borough Council to dock in violation of the above rules.
Violation of any section of this article shall be a summary offense, punishable by a fine of up to $600. A violation of § 403-3 shall be punishable by a fine of not less than $75 for each twenty-four hour period or portion thereof that the offender's boat is in violation.
