The office of Township Manager is hereby created for the Township
of Cecil, subject to the right of the Board of Supervisors to abolish
at any time, by ordinance, such office.
The Board of Supervisors shall appoint, for an indefinite term,
by a majority vote of its members, one person to fill the office of
Township Manager, who shall serve until his/her successor is appointed.
The Board of Supervisors retains the right, by a majority vote of
its members, to declare the office vacant and remove the Township
Manager from office. Unless exigent circumstances dictate action to
the contrary, at least 30 days before such removal is to become effective,
the Board of Supervisors shall furnish the Township Manager with a
written statement setting forth its intention to remove him/her from
said position. The Township Manager may terminate his/her position
by providing 30 days' written notice to the Secretary of the Board
of Supervisors.

The Township Manager shall be chosen solely on the basis of
his/her executive and administrative abilities, with special reference
to actual experience or knowledge of accepted practices in respect
to the duties of the office as prescribed by the Board of Supervisors
and this chapter.
Before entering upon his/her duties, the Township Manager shall
file with the Board of Supervisors a corporate surety bond to Cecil
Township in the amount of $10,000, conditioned upon the faithful performance
of his duties. The premium for this bond shall be paid by the Township.
The Township Manager shall be the chief administrative officer of
Cecil Township, and he/she shall be responsible to the Board of Supervisors
for the proper and efficient administration of the affairs of Cecil
Township. His/her powers and duties shall relate to the general management
of all Township business not expressly imposed or conferred upon other
Township officers by statute or by expressed direction of the Board
of Supervisors.
The salary of the Township Manager shall be fixed by the Board
of Supervisors by resolution.
In case of illness or absence of the Manager from the Township,
the Board of Supervisors shall designate a qualified member of the
staff to perform the duties of the Manager during his/her absence
or disability.
