The Board of Commissioners shall cause to be posted at least
two signs on the general perimeter of any property owned and maintained
by the Township of Collier and regulated by this Part. The signs shall
identify the property as park property and indicate that use of the
property is regulated by this Part.

1. Grass areas must not be used for roadways, parking, or for other
purposes which may injure or destroy the turf of landscaping.
2. Trees, shrubs, hedges, berries, wild flowers, or other flowers must
not be picked, cut, broken, or injured in any way whatsoever.
3. Buildings, fences, fountains, benches, or signs must not be damaged,
injured, or defaced in any way.
4. Paper, rubbish, or any refuse whatsoever must not be scattered but
must be deposited in receptacles provided for that purpose.
5. Birds, squirrels, rabbits, deer, ducks, or any other wild creatures
may not be hunted, injured, killed or in any manner molested within
the park limits. Abandonment of domestic animals (dogs, cats, etc.)
is likewise forbidden. Any animal found at large may be seized and
impounded by the Township Police and turned over to the Township's
Animal Control personnel for disposal in accordance with the law.
6. Drunkenness, drinking, and/or possession of alcoholic beverages,
disorderly or indecent conduct, and excessive, offensive, or obscene
language are not permitted.
7. All alcoholic beverages and illegal drugs are prohibited in the park.

1. Dogs or horses or any other domesticated animals, other than service
dogs or support animals, are not permitted at any time in Collier
Park, Webb Park, Kelly Park, Presto Park and Skvarca Park. It shall
be a violation of this Part for the owner or handler of any dog, horse
or other domesticated animal to bring or allow such dog, horse or
other domesticated animal, other than service dogs or support animals,
into the Township parks listed in this subsection.

2. Firearms may not be used or carried within the limits of the park
except by the Police.
3. Fires may not be or allowed anywhere in the park other than in stoves
or fireplaces provided for that purpose. No person shall throw away
or discard any lighted match, cigar, or cigarette in any park.
4. Public meetings, assemblages, or parades may not take place within
the limits of the designated property without the permission of the
Board of Commissioners of the Township of Collier or their designated
representatives.
5. Riding or driving of bicycles, automobiles, trucks, motorcycles,
or any other wheeled vehicle is not permitted except on roadways and/or
parking areas.
6. Games, contests, or sports are permitted only in the areas designated
for such use and in no case shall such use be permitted in areas where
lawns or planting may be injured or where such games or contests may
interfere with park regulations.
A. Ballfields are designated for use primarily by the Collier Township
Athletic Association. In the event that no ball teams are using the
ball fields, any person, organization, or club may request use of
the fields by contacting the Chairman of the Recreation Committee
and securing written approval.
B. Tennis court regulations are as follows:
(1)
Tennis court permits will be sold to the residents of Collier
Township only.
(2)
The cost will be an annual fee per person as established from
time to time by resolution of the Board of Commissioners. Monies received
from these permits will be deposited to a separate fund maintained
by the Township of Collier to be used for maintenance and repair of
the tennis courts or other recreational facilities within the park.
(3)
Permits will be purchased at the Collier Township Municipal
Building, 2418 Hilltop Road, Presto, from 8:00 a.m. to 4:30 p.m.,
Monday through Friday.
(4)
Persons playing tennis are required to have a permit card in
their possession.
C. Rules for playing tennis are as follows:
(1)
Proper tennis etiquette must be observed.
(2)
Play is limited to one hour if others are waiting.
(3)
Each card holder is responsible for policing the tennis court
areas.
(4)
Play is from dawn to dusk.
(5)
All vandalism and misconduct is to be reported immediately to
the Collier Township Police.
7. Picnics will be allowed only on locations provided for that purpose.
Persons holding picnics shall clean up and place all waste paper and
other refuse in receptacles provided for that purpose.
A. Permit for the use of the shelter require a deposit that is established
from time to time by resolution of the Board of Commissioners and
can be obtained at the Collier Township Municipal Building, 2418 Hilltop
Road, Presto. The deposit shall be returned providing cleanup and
repairs are not necessary following the use of the shelter.
8. Park Hours.
A. Park hours shall be from sunrise to sunset throughout the year and
it shall be a violation of this Part to be present in a park except
during those hours, unless a permit for such presence is obtained
from the Township Manager or the Manager's designee.
B. The Township Manager is authorized and directed to promulgate applications,
procedures, rules and permit documents to permit extended park hours
in those parks where lighting is available for park activities. The
Manager or designee shall issue or deny permits.
(1)
The permit shall state the extended closing hour and may delineate
park areas where extended hours are applicable.
(2)
Permit fees may be set by resolution of the Board of Commissioners.
(3)
Only that portion of the park in the vicinity of the lighted
activity shall be open to use during the extended permit hours.
(4)
A permit may be denied or limited if the Township has experienced
problems during extended hours under prior permits issued to the same
applicant or organization for the same or similar activity. The Township
Manager, Manager's designee or Chief of Police may close a park with
or without prior notice, notwithstanding issuance of an extended hours
permit, if closing is required, in the discretion of the Manager,
designee or Chief Police to protect the public safety.
(5)
Any person aggrieved by a permit determination may request a
Local Agency Law appeal by written request filed with the Township
Secretary and accompanied by a $50 nonrefundable appeal fee, such
request to be filed within 10 days of the determination appealed from.
The Board of Commissioners may hear such appeal or may refer the hearing
to a hearing officer or hearing body, either to make a hearing record,
to make recommendation or to determine the appeal. The appellant shall
reimburse the Township for any costs of court reporting, transcripts
or publication of public notice in connection with such hearing.
9. The Collier Township Police Department shall see to the enforcement
of all ordinances relating to the parks.
10. All parks in Collier Township shall be operated and maintained under
the supervision of the Board of Commissioners of the Township of Collier
or their appointed representative.
11. Dog Park Regulations. In any Collier Township park or portion thereof
designated by the Board of Commissioners as a Township dog park, the
following rules and regulations shall apply. The Board of Commissioners
may by resolution adopted at a public meeting amend or add to the
following regulations from time to time:

A. The owner or handler of any dog in a Township dog park must comply
at all times with the following requirements:
(1)
No person may be the handler of more than three dogs at one
time.
(2)
No person may abandon or otherwise leave a dog unattended or
unsupervised in the park.
(3)
No person may bring or allow into the dog park a female dog
is estrus (heat).
(4)
No person may bring or allow into the park a dog without current
vaccination and a valid dog license as required by Allegheny County
or such other governmental agency as may require a dog license.
(5)
In the event of a dog bite that results in injury requiring
medical care to a person or other dog, the owner and handler of the
dog shall provide to the injured person or owner or custodian of the
injured dog, immediately at the time of injury, such owner or handler's
full name, correct dog license information, telephone number, mailing
address and driver's license number.
(6)
All dogs shall be kept on a leash while entering and leaving
the dog park.
(7)
No person may bring or allow into the dog park an aggressive
dog, a declared dangerous dog or dog with contagious disease.
(8)
Aggressive dogs must be removed immediately by their owner or
handler.
(9)
Children under 13 are not permitted in the dog park unless kept
under strict adult supervision at all times.
(10)
The owner or handler of any dog in the dog park must keep such
dog under voice, whistle or hand signal control at all times and must
have on their person at all times a leash for each dog they own or
are handling.
(11)
No person may bring or allow into the dog park any animal other
than a dog.
B. All dog owners or handlers bringing or allowing a dog into the dog
park shall be solely liable for injuries or damage caused by their
dogs and shall, by their presence or by the presence of their dog
in the dog park, be deemed to have agreed to release, indemnify, defend
and hold harmless Collier Township for any injury or damage of any
kind caused by their dog.
C. The Directors of the Department of Recreation and Public Works are
hereby authorized and directed to erect such signage as is necessary
and helpful to notify users of the Township parks as to the applicable
rules and regulations.

1. A rate of speed exceeding 15 miles per hour is prohibited in the
park. Operating a vehicle in a reckless or negligent manner or in
excess of the posted speed limit is prohibited.
2. All persons shall at all times heed and comply with directions of
the police officers indicated by gesture or otherwise and shall further
comply with directions on traffic signs. Directions on such traffic
signs may be disregarded only on an order of a police officer. There
shall be no parking in any places other than officially designated
parking places, and no person may park in any place officially reserved
for Collier Township Officials.
3. The Pennsylvania Vehicle Code, 75 Pa.C.S.A. § 101 et seq.,
adopted in the Commonwealth of Pennsylvania, as amended, is hereby
declared to be in effect in the Collier Township parks and on all
streets and roadways therein, with like effect as though set forth
herein in full, and the traffic rules and regulations set forth herein
are in addition and supplement the Vehicle Code.

1. Any person violating any of the provisions of this Part, upon conviction
thereof, shall be sentenced to pay a fine of not more than $1,000
plus costs and, in default of payment of said fine and costs, to a
term of imprisonment not to exceed 30 days. Each day that a violation
of this Part continues shall constitute a separate offense.
2. Each violation hereunder shall constitute a separate offense, subject
to the penalties provided in the preceding section.

This Part may be enforced by any of the following: the Collier
Township Code Enforcement Officer, the Collier Township Police Department,
the Collier Township Director of Parks and Recreation or the designee
of said Director, the Township Animal Control Officer or Agency, and
any designee of the Collier Township Board of Commissioners.
