This chapter shall be known and may be referred to and cited
as the "Administrative Code (1970)" and is herein referred to as the
"code."
For the purpose of this chapter, and in the interpretation and
application of all other ordinances and resolutions heretofore or
hereafter adopted, except as the context may otherwise require, the
following terms shall have the meanings indicated:
ADMINISTRATOR
The Business Administrator duly appointed pursuant to the
Charter and Administrative Code, or any Assistant or Acting Administrator
in place of the Business Administrator pursuant to the Charter or
ordinance.
CHARTER
Mayor-Council Plan E of Chapter 210 of New Jersey Laws of
1950 (N.J.S.A. 40:69A-1 et seq.), as amended and supplemented, and
any and all general laws, as therein defined, which are or may be
applicable to the municipality.
COUNCIL
The local legislative body of the municipality constituted
and elected pursuant to the Charter.
DEPARTMENT
An organizational unit or group of organizational units of
the municipal government established or designated by or pursuant
to the Administrative Code as a department.
DIRECTOR
The administrative head of a department.
GOVERNING BODY
The Municipal Council as constituted under the Charter.
MONTH
A calendar month unless otherwise specifically provided.
MUNICIPALITY
The Township of Washington, in the County of Bergen, State
of New Jersey, and any corporate successor thereof.
ORDINANCE
Any act of local legislation heretofore or hereafter adopted
so long as it remains in force and effect pursuant to law.
PERSON
Any corporation, firm, partnership, association, organization
or other entity as well as an individual.
YEAR
A calendar year unless otherwise specifically provided.
For the purposes of the Administrative Code and any other ordinances
heretofore or hereafter adopted, except as the context may otherwise
require:
A. The
present tense includes the past and future tenses, and the future,
the present.
B. The
masculine gender includes the feminine and neuter.
C. The
singular number includes the plural, and the plural, the singular.
D. The
time within which an act is to be done shall be computed by excluding
the first and including the last day, and if the last day be a Sunday
or a legal holiday, that day shall be excluded.
E. The
words "writing" and "written" include printing, typewriting and any
other mode of communication using paper or similar material which
is in general use, as well as legible handwriting.
Any function, office or employment not reconstituted or continued
by this chapter shall be deemed abolished.
