No owner shall keep or harbor any dog which has attained the age of seven months or which possesses a set of permanent teeth within the Township of Washington, in the County of Bergen, without first obtaining a license therefor in accordance with the provisions of N.J.S.A. 4:19-15.1 to 4:19-15.29, both inclusive, as amended and supplemented, and the provisions hereof. Such licenses shall be annual and application therefor shall be made not later than January 31 of each year. No more than four dogs may be registered, harbored or maintained in any residence.

Such licenses and registration tags shall be issued by the licensing officer of said Township upon payment of a license fee as set forth in Chapter 212, Fees, for unspayed and unneutered dogs. In addition to such fees, the licensing officer shall collect at the time of payment of the license and tag fees such additional sums as may be required by any applicable state or county authority. The license and registration tags, and any renewals thereof, shall expire on the last day of January in each year. In the event that all fees hereunder are not paid within the first 30 days of the commencement of any license period for newly issued licenses, or by January 31 of each year for renewal licenses, an additional fee as set forth in Chapter 212, Fees, shall be collected from February 1 through February 28; and after such date and thereafter, the additional late fee shall increase, as set forth in Chapter 212, Fees. In the event that a registration tag is lost, the Township Clerk shall issue a replacement registration tag upon the filing with the Township Clerk of an affidavit of lost registration tag on behalf of the subject animal and payment of a replacement fee as set forth in Chapter 212, Fees.[1]

Dogs used as guide dogs or service dogs (as defined in N.J.S.A. 10:5-5) shall be licensed and registered as other dogs as hereinabove provided for, except that the owner or keeper of such dog shall not be required to pay any fee therefor. A dog temporarily placed in a foster home as part of a formalized training to be a guide dog or service dog shall not be required to be licensed and registered while the dog remains in the foster home for such training.
The provisions of this article shall be enforced by the Police Department and the Department of Health of the Township of Washington.

Any person who violates or who fails or refuses to comply with the provisions hereof shall be liable to a penalty as provided in § 1-1 of Chapter 1, General Provisions, to be recovered in the manner provided by the aforesaid sections of the Revised Statutes of New Jersey, as amended and supplemented.
