A. 
The Township Council has found that undesirable noise, inconvenience and disturbance is caused by retail businesses remaining open in the early morning hours.
B. 
The Township Council deems it to be in the best interests of the residents of the Township of Washington for retail businesses to cease the conduct of their business at a reasonable hour.
As used in this chapter, the following terms shall have the meanings indicated:
RETAIL BUSINESS
Any business which holds itself out to consumers or the general public for the sale of goods or services at retail.
Every retail business located within the Township, excluding movie theaters, catering businesses, and businesses regulated by the New Jersey Division of Alcoholic Beverage Control, shall be closed to the public, and business with the public therein shall be and is hereby prohibited, between the hours of 12:00 midnight and 5:00 a.m.
