Effective immediately upon adoption of this article, an administrative
fee shall be included with the filing of any municipal lien with the
Prothonotary of the Court of Common Pleas of Armstrong County, Pennsylvania,
for the violation of an ordinance of the Borough of Kittanning. This
administrative fee shall be in addition to any other assessments or
surcharges which are permitted by law or local ordinance, and shall
be set forth as a separate item on the face of the municipal lien.
The administrative fee is not punitive in nature, nor shall
it be considered to be a fine or civil penalty. The fee is to compensate
the Borough for the costs associated with processing, filing and satisfaction
of municipal liens, and maintaining records of municipal liens and
any payments made thereon.
