No person or group of persons shall loiter or obstruct traffic, by standing, sitting or lying on any public street, way, alley, steps, curb or sidewalk, in such a manner as to obstruct vehicular or pedestrian traffic along such public street, way, alley, steps, curb or sidewalk, or ingress or egress to and from any private or public place of residence, commerce, amusement or worship or Borough park.

No person or group of persons shall loiter by lying, sitting, or standing, hanging on vehicles parked along any public street, way, curb, alley or sidewalk, in such a manner as to create a hazard or public nuisance to the peaceful residents, citizens or passerby.
No person or group of persons shall loiter by lying, sitting, standing, hanging on any meters, trash cans, fire plugs, barricades, Borough or other traffic signs or other Borough property.
No person or group of persons shall gather or congregate in the Borough water front park between the hours of 11:00 p.m. to 6:00 a.m.

Any person or group of persons violating any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $600 and costs of prosecution, and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days.
