Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

All vehicles must be parked during the times set forth in Subsection 1 in the driveway area of the dwelling in which the owner or operator of said vehicle either resides or is visiting.
3. 
Special permits may be obtained by a resident for on-street parking for the following reasons (except when there is an accumulation of snow and therefore prohibited as set forth in Ordinance No. 709[1]):

A. 
Lack of appropriate driveway or parking pad space upon which to park all registered vehicles of residents at said address that does not exceed the number of household licensed drivers.
B. 
Visitors temporarily staying with a resident for a certain period.
C. 
Special events such as a social gathering, holiday party, graduation party, etc.

When a permit is issued for a household with multiple vehicles, it shall apply to any of said vehicles registered at that address. The number of vehicles parked on the street at any time shall not exceed the number of permits issued for that residence. Additionally, no vehicle shall be parked in the street until all other vehicles registered at said address are already parked off the street and on the permitted part of said property.

It shall be unlawful for any vehicle to be parked on either the grassy area surrounding or abutting a structure on the designated thoroughfares, or on any other surface on said real property that has not been approved by the Borough as set forth in § 27-1102, Subsection 1D, of the Borough's Code of Ordinances, which provides that all driveways and open off-street parking spaces shall be surfaced and maintained with a bituminous or concrete surface.
7. 
Violation of any part of this section shall result in a citation being issued by the Borough or its designated representative. A conviction of a violation, after hearing before the District Justice, shall result in a fine of not less than $15 and not more than $200 and/or imprisonment for not more than 30 days.

It shall be unlawful for any person to stop, stand or park a vehicle (other than a pedalcycle) on the roadway side of any vehicle stopped or parked at the edge or curb of any street, except that standing or parking for the purpose of loading or unloading persons or property shall be permitted on the following named streets on Monday through Saturday, between the hours of 9:00 a.m. and 11:30 a.m. and between the hours of 1:30 p.m. and 4:00 p.m., and for no longer than necessary for the loading or unloading.

On all streets where angle parking is required, every vehicle parked at the angle shall be parked with its front nearest the curb.

The Borough Council, shall create a schedule of fees and costs for the issuance of said permits from time to time by resolution.

Any person or entity parking a vehicle in a "permit parking" area without having been issued a permit for that parking space shall, upon conviction before the district judge, pursuant to a validly issued citation pay a fine of $50 plus costs; which costs shall include to cost of towing, if applicable.
6. 
The effective date of this section shall be May 1, 2011.

Any person who violates any provision of this Part shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs. Provided, it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the appropriate official all violations of any provision of this Part indicating, in each case, the section violated; the license number of the vehicle involved in the violation; the location where the violation took place; and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation.
