The R-1 Residential District contains a public sanitary sewer system. An overall purpose of the District is to provide for relatively small lot areas in response to the service capability of the sewers. In addition, the use of the existing public sanitary sewer system is encouraged where on-site sanitary sewer disposal systems are not practical or where they would degrade the quality of the groundwater. This District is within the zone of high groundwater capability (60 or more gpm) but spans the zone of severe to moderate soils limitations for on-site sanitary sewer systems.

1. 
A building or other structure may be erected, altered, or used, and a lot may be used and/or occupied, subject to Parts 11 and 12, for the following:
A. 
Permitted Principal Uses.
(1) 
Single-family detached dwellings.
B. 
Permitted Accessory Uses.
(1) 
Customary accessory residential uses and structures.
(2) 
Private swimming pools, subject to the provisions of Part 16.
(3) 
Parking, in accordance with Part 13.
(4) 
Signs, in accordance with Part 14.
(5) 
No-impact home based business, in accordance with § 27-1614, Subsection 3.
C. 
Conditional Uses. (Refer to § 27-1809.)
(1) 
Public utility structures or facilities, provided that no exterior storage of equipment, no housing of construction or repair crews, no aboveground storage of gaseous or liquid fuel, and no aboveground structures related to pipelines shall be permitted.

Religious use.

Group home, subject to the provisions of § 27-1811.

The maximum height of dwellings erected or enlarged shall be 35 feet above grade, except as provided in Part 16.

1. 
Lots with Public Sewer and Public Water.
A. 
Minimum Lot Area. A lot area not less than 20,000 square feet shall be provided for every single-family detached dwelling or other structure erected or used for any other permitted principal uses.
B. 
Minimum Lot Width at the Building Line. A lot width of 100 feet at the building line shall be provided for every building or dwelling.
C. 
Minimum Lot Width at the Street Line. A lot width of 50 feet at the street line shall be provided.
D. 
Maximum Impervious Surface and Building Coverage. Not more than 50% of any lot shall be covered by impervious surfaces and not more than 20% of any lot area shall be occupied by buildings.
E. 
Minimum Depth of Front and Rear Yards. There shall be a front yard and a rear yard on each lot, neither yard having a depth of less than 40 feet.
F. 
Minimum Depth of Side Yard. On each lot there shall be two side yards having an aggregate width of 45 feet; and, neither side yard shall have a width of less than 15 feet. On each corner lot there shall be two side yards: the side yard abutting a street shall have a width of not less than 40 feet and the side yard not abutting the street shall have a width of not less than 15 feet.

Lots Without Public Water.
A. 
Minimum Lot Area. A lot area not less than 40,000 square feet shall be provided for every single-family detached dwelling or other structure erected or used for any other permitted principal use.
B. 
Minimum Lot Width at the Building Line. A lot width of 110 feet at the building line shall be provided for every building or dwelling.
C. 
Minimum Lot Width at the Street Line. A lot width of 50 feet at the street line shall be provided.
D. 
Maximum Impervious Surface and Building Coverage. Not more than 40% of any lot shall be covered by impervious surfaces and not more than 20% of any lot area shall be occupied by buildings.
E. 
Minimum Depth of Front and Rear Yards. There shall be a front yard and a rear yard on each lot, neither having a depth of less than 50 feet.
F. 
Minimum Depth of Side Yards. On each lot there shall be two side yards having an aggregate width of 55 feet; neither side yard shall have a width of less than 20 feet. On each corner lot there shall be two side yards: the side yard abutting a street shall have a width of not less than 45 feet and the side yard not abutting the street shall have a width of not less than 20 feet.
3. 
Lots Without Public Sewer and Lots Without Public Sewer and Public Water.
A. 
Minimum Lot Area. A lot area not less than 43,560 square feet shall be provided for every single-family detached dwelling or other structure erected or used for any other permitted uses.
B. 
Minimum Lot Width at the Building Line. A lot width of 120 feet at the building line shall be provided for every building or dwelling.
C. 
Minimum Lot Width at the Street Line. A lot width of 50 feet at the street line shall be provided.
D. 
Maximum Impervious Surface and Building Coverage. Not more than 40% of any lot shall be covered by impervious surface and not more than 20% of any lot area shall be occupied by buildings.
E. 
Minimum Depth of Front and Rear Yards. There shall be a front yard and a rear yard on each lot, neither having a depth of less than 60 feet.
F. 
Minimum Depth of Side Yard. On each lot there shall be two side yards having an aggregate width of 65 feet; and, neither side yard shall have a width of less 25 feet. On each corner lot there shall be two side yards: the side yard abutting a street shall have a width of not less than 50 feet and the side yard not abutting a street shall have a width of not less than 25 feet.

All land use and development in the R-1 Residential District shall be governed by the environmental controls of § 27-1617 pertaining to such matters as: noise control, vibration control, storage control, glare and heat control, fire and explosion control, traffic control, and soil erosion, sedimentation and grading control.
