1. It shall be unlawful to use or by any means consume water and sewer
services provided by the Township of West Lebanon or any other authority
or municipality within the boundaries of West Lebanon Township without
proper and adequate payment for such use or consumption at the applicable
rate or fee at the time of such use or consumption by any or all of
the following means:
A. Tapping, attaching, inserting, connecting, affixing or by any other
means fastening any machine, instrument, appliance, apparatus, contraption
or any other device to the water service feed line at any point on
such feed line preceding the water meter.
B. Tampering, opening, adjusting, disconnecting, altering or by any
means interfering with the proper and intended operation of a water
meter.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof, shall be sentenced to pay a
fine of not more than $1,000 plus costs and, in default of payment
of said fine and costs, to a term of imprisonment not to exceed 30
days. Each day that a violation of this Part continues shall constitute
a separate offense.
