1. 
Composition of the Board of Health. The Board of Health shall be composed of the following:
A. 
Two Township Commissioners.
B. 
Township Health Officer.
C. 
Two residents of the Township who shall be appointed by the Board of Commissioners.
2. 
The resident member shall be appointed for a term of four years and shall serve until his/her successor is appointed or until removed by the Board of Commissioners.

The regular monthly meeting of the Board of Health shall be held on the third Monday of each month, beginning at 6:30 p.m.

All complaints of nuisances made to the Township Health Officer shall be reported in writing by the Health Officer to the Board of Commissioners within five days after the receipt of such complaint so reported. The action taken by the Health Officer shall likewise be reported in writing and filed with the Board of Commissioners.

Any testing done from mobile vendors or fix facilities, not connected to a public water supply, will be charged a fee of $80 per test.

The Sanitation Officer shall make or cause to be made inspections to determine the sanitary conditions of all structures and premises in order to safeguard the safety, health and welfare of the public under the provisions of the Public Health Code. With the permission of the owner, occupant or operator of any structure or premises or the person in charge thereof, the Sanitation Officer may enter any structure or premises at any reasonable time for the purpose of performing his duties under this Code. In the absence of permission from the owner, occupant or operator of any structure or premises, or the person in charge thereof, the Sanitation Officer shall enter such structure or premises only after securing and properly presenting a duly authorized search warrant issued upon probable cause of same.

The duties of the Sanitation Officer of the Township shall include, but are not limited to, the following:
A. 
Inspect all eating and drinking establishments in the Township.
B. 
Answer complaints regarding health nuisances and unsanitary conditions.
C. 
Enforce the Township's Garbage and Refuse Ordinance as contained in Chapter 20.
D. 
Enforce the Township's Weed Ordinance as contained in § 10-302.
E. 
Inspect the markets located within the Township.

It shall be the duty of the Sanitation Officer to give notice of existing conditions and to allow a specified time, at his discretion, to the person, firm or corporation to rectify the existing conditions.
2. 
In the event the order is not complied with, the Sanitation Officer is authorized to force compliance by filing a citation with the District Magistrate.
3. 
Service of notice shall be as follows:
A. 
By delivery to the owner personally, or by leaving the notice at the usual place of abode of the owner with a person of suitable age and discretion.
B. 
By certified or registered mail addressed to the owner at his last known address with postage prepaid thereon.
C. 
By posting and keeping posted for 24 hours a copy of the notice in a conspicuous place on the premises to be vacated.

In case any violation order is not promptly complied with, and in the event of subsequent violations in the same calendar year, the Sanitation Officer shall institute an appropriate action or proceeding at law or in equity against the person responsible for the violation. Any violation of the provisions of this Code shall be a summary offense.

Any person, firm or corporation which violates any of the provisions of this Part or who refuses or fails to comply with any order contemplated herein by the Sanitation Officer within the time limit set shall be fined not less than $50 nor more than $1,000, and may face the revocation of their license. Each day during or on which a violation occurs or continues shall be deemed a separate offense.
