1. Play or recreation grounds in the Township shall be established from
time to time in the manner hereinafter provided, and shall be owned
by the Township. The Recreation Committee is hereby authorized to
acquire, by agreement or lease, suitable sites for play or recreation
grounds, provided that it shall not obligate the Township for the
payment of money for rental or purchase price without a previous specific
appropriation for such purpose. The Recreation Committee shall also
submit to the Township a plan for recreational improvements within
the Township that it so desires funding to accomplish.
2. The Recreation Committee shall purchase and install such suitable
appliances and apparatus as it may deem wise and expedient for the
proper equipment of the play or recreation grounds, out of such funds
as are appropriated from time to time for such purposes. The Recreation
Committee shall employ such persons as it shall deem necessary for
the proper care of such play or recreation grounds and such competent
persons as it may see fit for the purpose of superintending and directing
the play of the children using such play or recreation grounds.
3. The Recreation Committee shall further make such suitable rules and
regulations as it may deem expedient for the proper conduct of such
play or recreation grounds. The Recreation Committee is also further
empowered to enter into agreement with any association having for
its object the establishing and maintaining of playgrounds, for the
joint maintenance, equipment and use by the Township and such association,
of the play or recreation grounds established by the Township. The
Recreation Committee shall further have authority to make suitable
agreements with the school district of the Township for the use of
the playgrounds of the school district.
4. Such play or recreation grounds shall be under the charge, direction
and control of the Recreation Committee, and it shall have full power
for the conduct of the same except where specifically limited by ordinance.

1. All day-use areas are open to the public from dawn to dusk unless
otherwise posted.
2. Hunting, trapping and the discharging of any type of firearm, airgun,
slingshot, explosive, fireworks, or bow and arrow is prohibited, unless
otherwise permitted.
3. Pets are permitted provided they are on a leash not exceeding six
feet in length and attended at all times and must be controlled to
the extent that they will not cause injury to any person, another
person's property, or molest, or injure wildlife. The owner or
handler of any domestic animal shall immediately clean up and properly
dispose of any domestic animal feces.
4. Trash, garbage, and all other litter shall be placed in containers
provided for this purpose, and shall be limited to materials accumulated
during use of the facility. Glass containers are prohibited in all
Township parks.
5. Open fires are permitted only in properly designated areas. Hot coals
from charcoal grills shall be disposed of in a safe manner. Fires
shall be attended at all times, and shall be fully extinguished prior
to leaving the area. A large or uncontrolled fire is prohibited.
6. The removal, molesting, harassing, disturbing, injuring, or damaging
of anything natural or physical, whether animate or inanimate on land
or in water, or defacing, destroying, altering, or removing any man-made
object is prohibited. The feeding of wildlife, including waterfowl,
shall be prohibited in all Township-owned parks.
7. Drivers of motor vehicles conforming to the Pennsylvania Vehicle
Code shall not exceed five miles per hour and shall only use roads
and parking areas open to the public, and shall not block gates or
other traffic. Unlicensed vehicles and snowmobiles are prohibited
except in designated areas. The use of motorized pedalcycles, motorcycles,
or other types of non-licensed motor vehicles is prohibited. The use
of a motorized wheelchair operated by a person with a disability shall
be permitted.
8. Boisterous, immoral or indecent conduct is prohibited.
9. Alcoholic beverages are prohibited. Employees and/or authorized representatives
of the Township and the North Lebanon Township Police Department reserve
the right to inspect coolers, ice chests, or any other containers
for alcoholic beverages and/or glass containers.
10. Swimming, wading, or wading to fish in the waters of the park is
prohibited unless otherwise designated.
11. Horseback riding is prohibited in all parks.
12. No person shall sell or offer for sale any merchandise, article,
or any item whatsoever in any Township park or Township-operated recreation
area. This regulation shall not apply to authorized concessionaires
who have obtained the applicable licenses and/or permits.
13. No person or persons shall wash, wax, or do any type of mechanical
repairs to their vehicle.
14. Bicycles shall yield to pedestrians and shall stay to the outside
of the trail.
15. Throwing stones, sticks, or any discarded material into any waters
is prohibited.
16. Any person who violates any park regulation or rule or disregards
lawful instructions or warnings given by an authorized representative
of the Township may be directed to leave the park area. This section
does not preclude prosecution or other legal action under the applicable
laws of the Commonwealth of Pennsylvania, West Lebanon Township.
17. Any person refusing to leave the park area after receiving an order
for lawful cause to leave from an authorized person, or a person who
received a notice by certified or registered mail or a personal service
banning such person from entering or using any park facility for a
period to be determined by the Township and has not filed a notice
of appeal regarding such order and further ignores such notice and
returns, shall be in violation of this Part.
18. No bare feet are permitted in the parks.

1. Whoever violates any provision of this Part shall be fined not less
than $50 nor more than $300, and/or shall be imprisoned not more than
90 days.
2. Furthermore, nothing in this Part shall be deemed to in any way limit
the right of the Township to revoke the privilege of an offender to
use the parks and enforce that revocation under the appropriate Commonwealth
criminal trespass statutes.
