The Library Board shall consist of seven members, including one Council member, a school district administrator, and five citizen members, such that not more than two members may be residents of towns lying adjacent to the City. Appointments shall be made by the Council President, subject to confirmation by the Council, except that the Council member serving on the Board shall be elected by the Council. Members shall be appointed to staggered terms of three years, commencing on June 1, except that the Council member serving on the Board shall serve for a one-year term.

Each member shall take and file the oath of office required by § 19.01, Wis. Stats., prior to entering into the duties of office. The Board shall annually, by no later than July 1, elect from its members a President and such other officers as the Board deems necessary. No member shall be compensated for his/her service on the Board. A majority of the membership of the Board shall constitute a quorum.
A. 
The Board shall have such powers and duties as are set forth in § 43.58, Wis. Stats., and any amendments thereto, which are incorporated herein by reference.
B. 
The Board shall review and make recommendations to the Library Director on the annual budget prior to September 1 of each year.
