The Library Board shall consist of seven members, including
one Council member, a school district administrator, and five citizen
members, such that not more than two members may be residents of towns
lying adjacent to the City. Appointments shall be made by the Council
President, subject to confirmation by the Council, except that the
Council member serving on the Board shall be elected by the Council.
Members shall be appointed to staggered terms of three years, commencing
on July 1, except that the Council member serving on the Board shall
serve for a one-year term.
Each member shall take and file the oath of office required
by § 19.01, Wis. Stats., prior to entering into the duties
of office. The Board shall annually, by no later than August 1, elect
from its members a President and such other officers as the Board
deems necessary. No member shall be compensated for his/her service
on the Board. A majority of the membership of the Board shall constitute
a quorum.
