The citizen members shall be appointed by the Council President during
April for terms of three years, which commence on May 1 during the
year of appointment, and such appointments are subject to confirmation
by the Council. All members shall be residents of the City of Lake
Mills.
Officers. The Chairperson of the Plan Commission shall be appointed
annually by the Council President, subject to confirmation by the
Council. In addition, the City Plan Commission may elect a Vice Chairperson,
Secretary and such other officers as the Commission may, in its judgment,
deem necessary to carry out the duties of the Plan Commission.
General provisions. The City Plan Commission shall have the powers
and duties prescribed in § 62.23, Wis. Stats., and such
other powers and duties as shall be vested in it from time to time
by the Council.
Records maintained. The Plan Commission shall keep a written record
of its proceedings, a copy of which shall be filed with the Clerk.
Four members shall constitute a quorum, but all actions shall require
the affirmative approval of a majority of all members of the Plan
Commission.
Staff employed. The Plan Commission shall have the power to employ
experts and such staff as may be necessary, and to pay for their services
and such other expenses as may be necessary and proper within the
limits of the budget established by the Council or placed at its disposal
through gift, and subject to any ordinance enacted by the Council.
The Plan Commission shall develop and update the Comprehensive Plan
for the City of Lake Mills in accordance with the provisions of § 62.23,
Wis. Stats.
The Comprehensive Plan shall, among other things, designate areas
to be developed in accordance with particular land usages, areas to
be serviced with sanitary sewers, and a projection of the timing of
availability of urban services.
The Comprehensive Plan shall be used as guidance by the Plan Commission
for granting or denying approvals of proposed development in the designated
areas of the Plan.
The Plan Commission shall adopt the Comprehensive Plan, increments
of the Comprehensive Plan, or any subsequent changes or modifications
to the Comprehensive Plan by a majority vote of all members of the
Plan Commission. The adoption of any plan, increment, or change shall
be by resolution. The resolution will be signed by the Chairperson
of the Plan Commission and attested by the City Clerk. All documents,
to include any maps, charts, drawings, tables, graphs, and explanations
shall be similarly signed by the Chairperson of the Plan Commission
and the City Clerk.
Upon adoption by the Plan Commission, the resolution shall be certified
to the City Council within 60 days. The Council shall accept or reject
the certification of the Plan Commission by majority vote of all Council
members within 60 days after receipt.
A resolution to authorize and endorse the use of the Comprehensive Plan, or any increments thereof, shall be adopted by the City Council upon the acceptance of any certification of the Plan Commission under § 27-10E.
Plans, increments, or changes to the Comprehensive Plan that are
accepted by the City Council, along with the resolutions adopted by
the Plan Commission and City Council, shall be forwarded to the County
Land Information Office and the County Zoning Office within 30 days
by the City Manager.
