No person shall park any vehicle weighing in excess of 10,000 pounds on any of the streets of the City or on any of the parking lots in the City, except those streets or parking lots included in an area described as follows:
A.

B. 
Parking shall be permitted on both sides of any street located within the above-described boundaries.
A. 
Ferry Drive. No person shall park any vehicle on Ferry Drive beginning at the bridge crossing the flowage between Mill Pond and Rock Lake and proceeding northerly a distance of 350 feet, except in areas which shall be clearly marked for such parking, which areas shall be perpendicular to Ferry Drive.
The following regulations shall apply to all persons using municipal parking lots:
A. 
No person shall park any motor vehicle not bearing a current license plate on any off-street parking lot owned or operated by the City.
B. 
No person shall park at the same time more than two motor vehicles registered in his name or bearing license plates issued to him as manufacturer, distributor or dealer, on any such off-street parking lot.
C. 
No person shall use such off-street parking lot or any part thereof for the repair (except for emergency repair), display, or storage of any motor vehicle. A vehicle shall be deemed as being parked for storage if it is parked on a parking lot continuously for more than 48 hours.
D. 
All parking of motor vehicles in such an off-street parking lot shall be within the lines provided therefor, as marked upon the pavement, and no such vehicle shall be permitted to occupy more than one parking space as laid out and designated by lines upon the pavement.
E. 
Any motor vehicle that cannot be parked within the spaces provided for parking shall be parked in that section of the parking lot designated for truck parking.
A. 
The Lake Mills Police Department is authorized to take any action authorized by Wis. Stats. §§ 349.13(3), 349.13(3m), 342.40(3), and 341.65(2), in addition to exercising any other lawful authority or duties with respect to the removal of vehicles from highways and public and private property within the City of Lake Mills. For the purposes of this section, "tow" and "towing" means to move or remove a vehicle to a place where parking is permitted or to either a private or public parking or storage premises or direct or contract for the same.
B. 
Pursuant to its authority under Wis. Stats. §§ 349.13(3), 349.13(3m), 342.40(3), and 341.65(2), the City of Lake Mills hereby establishes a towing charge penalty. Whenever a vehicle is lawfully towed by or at the direction of the Police Department, the owner or operator of the towed vehicle shall forfeit $25, and this penalty, which may increase after 48 hours to an amount not to exceed $35 if not paid, shall be in addition to any other charges which may lawfully be charged to the owner or operator of the vehicle for the cost of removal, impounding, storage or disposal of said vehicle.
Any person who shall violate or permit anyone to violate the parking provisions of this article shall forfeit not less than $1 nor more than $25, or a late fee that can increase the original penalty to a maximum of $35 if not paid within 48 hours, and in default of payment of such penalty, shall be issued a uniform traffic citation under Wis. Stats. § 346.56, or may be subject to registration suspension until the forfeiture or any applicable late fee is paid.
No person other than the owner shall park any recreational vehicle, camper or trailer which is designed, intended or used for camping purposes upon any property in the City without first obtaining permission from the Chief of Police. Such permission may be granted by the Chief of Police, or his designee, provided that the parking of the recreational vehicle, camper or trailer, shall not be permitted for more than three consecutive nights.
No person shall stop or leave standing any vehicle, whether attended or unattended, and whether temporarily or otherwise, in any of the following places:
A. 
Within an intersection;
B. 
On a crosswalk;
C. 
On or across a sidewalk;
D. 
On the roadway side of any parked vehicle (double parking);
E. 
Upon any portion of a City street where and at the time when parking or standing is prohibited by official signs indicating the prohibition of any parking or standing;
F. 
In an alley in a business district, unless it is temporarily engaged in loading or unloading or discharging or receiving passengers and the vehicle is attended by a licensed operator so that it may promptly be moved in case of an emergency or to avoid obstruction of traffic;
G. 
Within 10 feet of a fire hydrant;
H. 
Closer than 15 feet to the near limits of a crosswalk;
I. 
Within four feet of the entrance to an alley or a private road or roadway.
Upon streets where parking or stopping is permitted, a vehicle is not lawfully parked or stopped unless it complies with the following requirements:
A. 
Upon a street where traffic is permitted to move in both directions simultaneously and where angle parking is not clearly designated, a vehicle must be parked parallel to the edge of the street, headed in the direction of traffic on the right side of the street.
B. 
Upon streets where angle parking is clearly authorized by official markings, vehicles shall be parked at the angle and within the spaces indicated.
C. 
Upon streets where parallel parking is clearly authorized by official markings, vehicles shall be parked parallel to the curb and within the spaces indicated.
D. 
The vehicle must be parked not more than 12 inches from the right hand curb when parallel parking, or 12 inches from the horizontal plane of the front bumper to the curb when angle parking.
E. 
The vehicle is parked on private property without the consent of the owner or lessee of the property.
F. 
The vehicle does not remain on the street, in the same vicinity, for a consecutive period that exceeds 72 hours.
G. 
The vehicle is not parked on the City right-of-way/tree lawn.
When official signs are erected giving notice thereof, it shall be unlawful for any person to park a vehicle in any parking space designated for use by disabled persons unless the vehicle displays specific authorization granted by the Department of Transportation to park the vehicle in such designated parking space. In addition to designated parking spaces at locations within publicly or privately controlled parking lots, the following locations on street rights-of-way shall each have one officially designated parking space that is restricted from use by vehicles other than those specifically authorized to park in such disabled person parking spaces.

Any vehicle used in launching or removing watercraft at any City boat launching facility shall be subject to a forfeiture of $25 if such vehicle does not properly display the boat launching permit at all times that the watercraft is in Rock Lake or the Mill Pond and the vehicle is parked at or near the boat launching facility. (See § 496-8 of this Code.)
In addition to the provisions of this article, parking of all vehicles at parks in the City of Lake Mills is regulated in § 496-5 of this Code.

No vehicle other than a school bus may be parked at any time on the north side of East Prospect Street where official signs are erected giving notice that the area is reserved for school bus parking only.
