No directing officer or operator of any railroad train shall
direct the operation of or operate the same in such a manner as to
prevent the use of any street for purposes of travel for a period
of time longer than five minutes, except that this provision shall
not apply to trains or cars in motion other than those engaged in
switching. No railroad train shall be stopped within an intersection
or on a crosswalk for the purpose of receiving or discharging passengers,
and no person shall shunt cars over a crossing with no one in control
of the same.
No owner, engineer, conductor or person having charge, control
or management of any locomotive engine of any nature or description,
car or train of cars shall run the same on any railroad track within
the Town at a greater speed than 25 miles per hour, or blow the whistle
or horn of any locomotive or engine, or allow the same to be blown,
or allow locomotives to make loud or unseemly noises or disturbances
or unnecessary smoke.
A violation of this chapter by any person shall be a misdemeanor
and, upon conviction thereof before the Maryland District Court, shall
be subjected to a fine of not more than $1,000.
