The governing body of the Village shall be composed
of five Commissioners, duly qualified, elected and compensated in
accordance with the provisions of Chapters 70 to 76 of Title 40 of
the Revised Statutes of New Jersey (known as "Commission Form of Government
Law") (N.J.S.A. 40:70-1 et seq.) and other applicable provisions of
such Act and state statutes applying thereto. The Commissioners so
elected shall have the privileges and powers possessed by commissioners
elected in accordance with the commission form of government law.

The following offices are hereby created within
the Village of Ridgefield Park.

There is hereby created, in accordance with
N.J.S.A. 40A:9-133, the office of Village Clerk, which is an appointive
office. The term of said office shall be three years and until a successor
has been appointed and qualified, to commence on January 1 of the
year in which the individual is appointed to said office. No person
shall be appointed or reappointed as the Municipal Clerk unless that
person holds a registered municipal clerk certificate issued pursuant
to N.J.S.A. 40A:9-133.3 or 40A:9-133.4. The Village Clerk shall be
responsible for maintaining all uniform records concerning the offices
of the municipality and such bodies as may be necessary; record in
full all ordinances and resolutions and other proceedings of the municipality;
publish all notices required by law or by ordinance; keep and maintain
all election records and have custody of all property used in connection
with elections; prepare and attest to such reports as may be necessary
for the operation of the municipality; and perform such other duties
as may be required by law. The salary of the Village Clerk shall be
in accordance with the Salary Ordinance of the Village of Ridgefield
Park, as amended from time to time.

There is hereby created, in accordance with
N.J.S.A. 40A:9-142, the office of Tax Collector, which is an appointive
office. The term of said office shall be four years, to commence on
January 1 next following the appointment of said Tax Collector. Any
vacancies other than due to the expiration of the term shall be filled
by appointment for the unexpired term. The Tax Collector shall be
responsible for the following: to collect and receive all moneys assessed
or raised by taxation or assessment or by liens and trust assessments
or for any other purpose within the Village of Ridgefield Park; to
record receipts and proper records, and to make deposits in the account
of the Tax Collector, in accordance with the requirements of statute
and applicable regulations adopted by the appropriate state agencies;
to maintain tax duplicates or other proof of subsidiary records; to
record and credit the accounts of property or persons against which
taxes or assessments are levied; to reconcile bank accounts at the
close of each month; to conduct tax sales when required; and to maintain
proper records of the disposition of items for sale and the records
of liens when such are required by the municipality. The salary of
the Tax Collector shall be in accordance with the Salary Ordinance
of the Village of Ridgefield Park.
There is hereby created, in accordance with
N.J.S.A. 40A:9-139, the office of Municipal Attorney. The term of
said office shall be for one year, commencing on January 1 of each
year. This shall be an appointive office. The Municipal Attorney shall
hold office until a successor has been appointed and qualified. The
Municipal Attorney shall act as legal advisor to the municipality;
represent the municipality in litigation; draft ordinances, contracts
and resolutions; and upon request of the governing body, render such
other legal advice as may be required by statute, ordinance, resolution
or otherwise. Compensation to the Municipal Attorney shall be as set
forth in the Salary Ordinance of the Village of Ridgefield Park, which
salary shall include attendance at official meetings of the governing
body and at work sessions of the governing body. In addition to the
retainer, the Municipal Attorney shall receive fees for services rendered
in accordance with the normal professional fees charged by attorneys
at law. Charges for such services shall be paid upon the proper submission
of a voucher to the Village of Ridgefield Park.
There is hereby created, in accordance with
N.J.S.A. 40A:9-140, the office of Municipal Engineer. The term of
said office shall be three years and until a successor has been appointed
and qualified. The term of said office shall commence on January 1
following the appointment to said office. The Municipal Engineer shall
provide engineering advice to the governing body, maintain the Village's
Official Map, prepare plans and specifications for public work authorized
by the governing body and make such other field surveys as may be
required. He shall make inspections of public projects as may be necessary
or desirable and shall provide all professional engineering advice
and assistance as may be required by law of him by ordinance or otherwise.
The Municipal Engineer shall be compensated in accordance with the
Salary Ordinance of the Village of Ridgefield Park. In addition, he
shall receive fees for services rendered by him in accordance with
normal professional fees charged by a licensed professional engineer.
Charges for such services shall be paid upon the proper submission
of a voucher to the Village of Ridgefield Park.
There is hereby created, in accordance with
N.J.S.A. 40A:9-146, the office of Municipal Tax Assessor, which is
an appointive office. The term of said office shall be for four years,
commencing on the first day of July following the appointment of said
Tax Assessor. The Tax Assessor shall have the following duties: He
shall assess all needs in accordance with N.J.S.A. 54:4-23, and he
shall perform all duties required by N.J.S.A. 54:4-1 et seq., and
all duties required by the Bergen County Board of Taxation, the New
Jersey Tax Court and the State Department of Taxation. Any vacancies
other than due to expiration of the term of the Tax Assessor shall
be filled by appointment for the unexpired term or until the appointment
and qualification of a successor. Compensation of the Tax Assessor
shall be in accordance with the Salary Ordinance of the Village of
Ridgefield Park.

There is hereby created in accordance with N.J.S.A.
40A:9-140.10, the office of Chief Financial Officer, which is an appointive
office. The term of said office shall be in accordance with N.J.S.A.
40A:9-140.1 et seq. The Chief Financial Officer shall carry out the
responsibilities set forth under P.L. 1947, c. 151 (N.J.S.A. 52:27BB-26
et seq.), and the Chief Financial Officer shall be certified in accordance
with N.J.S.A. 40A:9-140.2 et seq.
A. Certificate for appointment or reappointment. Commencing
January 1, 1991, no person shall be appointed or reappointed as a
municipal finance officer unless he holds a municipal finance officer
certificate issued pursuant to the provisions of P.L. 1971, c. 413
(N.J.S.A. 40A:9-140.1 et seq.) or unless he has been granted tenure
pursuant to the provisions of Section 2 of P.L. 1977, c. 39 (N.J.S.A.
40A:9-140.8) or pursuant to the provisions of N.J.S.A. 40A:9-152;
provided, however, that a municipal finance officer who has held office
continuously for five consecutive years in the same municipality may
continue to serve in his current position and shall not be removed
from office or denied reappointment for failure to qualify as a certified
municipal finance officer pursuant to the provisions of P.L. 1971,
c. 413 (N.J.S.A. 40A:9-140.1 et seq.).
B. Vacancies. When a vacancy occurs in the position of
Chief Financial Officer, the Board of Commissioners may appoint, for
a period not to exceed one year and commencing on the date of the
vacancy, a person who does not hold a municipal finance officer certificate
to serve as a temporary Chief Financial Officer. Any person so appointed
may be reappointed as Chief Financial Officer following the termination
of the temporary appointment for one additional year; provided, however,
that no person shall serve as temporary Chief Financial Officer for
more than two years.
C. Compensation of the Chief Financial Officer shall
be in accordance with the Salary Ordinance of the Village of Ridgefield
Park.

A. There is hereby created, in accordance with N.J.S.A.
40A:11-9 et seq., and N.J.A.C. 5:34-5.1 et seq., the office of Purchasing
Agent in the Village of Ridgefield Park, which is an appointive office.
B. The Purchasing Agent shall be appointed by, and may
be removed by, the Board of Commissioners. The term of said office
shall be for one year unless earlier removed by the Board of Commissioners.
C. The compensation to be paid to the Purchasing Agent
shall be set forth in the annual Salary Ordinance.
D. The Purchasing Agent shall be required to possess
and maintain a valid Qualified Purchasing Agent certificate, as issued
by the New Jersey Division of Local Government Services, Department
of Community Affairs, in accordance with the requirements of N.J.S.A.
40A:11-9 and all applicable law.
E. In the event of a vacancy in the position of Purchasing
Agent, the Village may appoint a temporary Purchasing Agent in accordance
with applicable law.
F. The Purchasing Agent shall have, on behalf of the
Village of Ridgefield Park, the authority, responsibility and accountability
for the purchasing activity pursuant to Local Public Contracts Law
(N.J.S.A. 40A:11-1 et seq.); to prepare public advertising for and
to receive bids and requests for proposals for the provision or performance
of goods, services and construction contracts; to award contracts
pursuant to New Jersey law in accordance with the regulations, forms
and procedures promulgated by state regulatory agencies; and conduct
any activities as may be necessary or appropriate to the purchasing
function of the Village of Ridgefield Park.
G. The Purchasing Agent shall be authorized to award
contracts up to the maximum bid threshold set forth in N.J.S.A. 40A:11-3(a);
same may be adjusted by the Governor in consultation with the Department
of the Treasury, pursuant to N.J.S.A. 40A:11-3(c).
