No household may keep or maintain more than five adult small animals at one time which are commonly recognized as domestic or household pets.
All premises on which animals are kept must be maintained in a sanitary condition. A public nuisance shall be deemed to exist in the following circumstances:
No person shall keep any small animal infected with a disease contagious to other animals or human beings without being under the treatment of a veterinarian. Animals or fowl infected with diseases threatening the life of other animals or human beings, not under the treatment of a veterinarian, must be immediately destroyed, and the carcass cremated forthwith. Any such hutch, pen, coop or enclosure wherein such animal or fowl is found shall be destroyed or thoroughly disinfected in an approved fashion.
