The office of Secretary is hereby created for the Borough of Aspinwall.

1. 
The duties of the Secretary shall be as follows:
A. 
Attend all meetings of the Borough Council and keep full minutes of their proceedings.
B. 
Transcribe the bylaws, rules, regulations and ordinances adopted into a book kept for that purpose, and when signed by the presiding officer attest the same.
C. 
Preserve the records and documents of the Borough and have custody of the corporate seal.
D. 
Certify copies of any book, paper, record, bylaw, rule, regulation, ordinance or proceeding of the Borough under the seal thereof, which copies so certified shall be admitted in evidence in any court of the Commonwealth.
E. 
Attest the execution of all instruments, record the publication of all enactments, and attest the same by his signature.
F. 
File or record the proof of service of all notices required by law, and the certificate thereof shall be good evidence of such notice.
G. 
Deliver to a successor the seal and all books, papers and other things belonging to the Borough.
