No person shall solicit money on any public way or other public place or go house to house for the purpose of soliciting money or sell any tag, badge or other article of any intrinsic value for the purpose of obtaining money without first filing, for identification purposes, a written registration statement with the Police Department containing the following information:
A. 
Name of organization.
B. 
Name and address of the person in charge of solicitation.
C. 
Number of persons involved in the solicitation.
D. 
Exact hours and dates for solicitation.
E. 
Vehicle description and license registration number.
