Because it is impossible to defend against nuclear war and because there can be no winner of a nuclear war, we:
A.
Call upon the President of the United States to propose to the Union of Soviet Socialist Republics that, together, both countries negotiate an immediate halt to the nuclear arms race. Specifically, we call upon each country to adopt an immediate mutual freeze on all further testing, production and deployment of all nuclear warheads, missiles and delivery systems; and
B.
Call upon the Administration and the Congress to transfer the funds saved to civilian use. Concurrently, they should work jointly with labor, management and local communities to develop plans to convert the nuclear arms industry to civilian production, thus protecting jobs and strengthening our national economy.
