As used in this article, the following terms shall have the meaning indicated:
OWNER
That person in whom legal title to premises is vested.
PERSON
Natural person, partnership, corporation, association or any other legal entity.
STREET or HIGHWAY
The entire width between the boundary lines of a way that is publicly maintained and open to the use of the public for purposes of vehicular travel. "Odd side" means the side of the street that has house numbers that are odd and "even side" is the side that has house numbers that are even.
VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a street or highway, except devices used exclusively upon rails or tracks.
WINTER STORM
Precipitation in the form of sleet, ice, freezing rain, or snow, or combination thereof, creating the need for snow or ice removal, salting or cindering operations, or creating hazardous driving conditions. In addition, any precipitation accumulating to a depth of one inch shall be presumptively deemed to create a winter storm, and this article shall go into effect when such precipitation first accumulates to a depth of one inch, unless at the discretion of the Borough Manager working with the Borough Public Works Supervisor, it is determined that it is not a presumptive winter storm due to the nature of the event itself.

During a winter storm event, there will be parking prohibitions/restrictions within the Borough of Jersey Shore. Said prohibitions/restrictions are described below.

A winter storm event will be declared by Jersey Shore Borough. The declaration shall be provided to the radio and television. Termination of the winter storm event will occur also through the radio and television.
A. 
During a declared winter storm event, on odd days, parking shall be permitted only on the odd addressed sides of a street. On even days, parking shall be permitted only on even addressed sides of the street.
B. 
These prohibitions/restrictions shall remain until the Borough declares the winter storm event over, or until the Borough has removed the ice, snow, hail, sleet, etc. from the opposite side of the street where parking is prohibited.
Any vehicle parked or left unattended on any public street, road or highway or its adjacent right-of-way during the forty-eight-hour period after a winter storm event is declared shall be deemed to be abandoned, and any authorized representative of the Borough may arrange for the vehicle to be towed and stored at an approved storage lot as shall be approved from time to time by the Borough. In addition to the fines provided herein, the owner of the vehicle shall be responsible for towing and storage charges before the owner may obtain the vehicle.
Any person, firm or entity who shall violate any provision of this article, upon conviction thereof, in any action brought before the court in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000, plus costs, and/or to a term of imprisonment not to exceed 90 days. Each day that a violation of this article occurs shall be found to constitute a separate offense.
