This chapter shall be known and may be cited as the "Richmond
Township Zoning Ordinance."

This chapter is enacted for the following purposes:
1. To promote, protect and facilitate one or more of the following:
the public health, safety, morals and general welfare, coordinated
and practical community development, proper density of population,
and the provision of adequate light and air, vehicle parking and loading
space, schools, public grounds and other public requirements.
2. To prevent one or more of the following: overcrowding of land, blight,
danger and congestion in travel and transportation, loss of health,
life or property from fire, flood, panic or other dangers.

The interpretation and application of the provisions of this
chapter shall be held to be the minimum requirements for the promotion
of the health, safety and general welfare of the Township of Richmond.
This chapter is not intended to interfere with or abrogate or annul
other rules, regulations or ordinances of the Township; provided,
that where this chapter imposes a greater restriction upon the use
of a building or premises, or upon the height of a building, or requires
larger open spaces than are imposed by other such rules, regulations
or ordinances, the provisions of this chapter shall prevail.

1. Use of Property. No building or land shall hereafter be used or occupied
and no building or part thereof shall be erected, moved, or altered
unless in conformity with the regulations herein specified.
2. Restrictions.
A. No building shall hereafter be erected or altered:
(1)
To accommodate a greater number of families;
(2)
To occupy a greater percentage of lot area; or
(3)
To have narrower or smaller rear yards, front yards, or side
yards than are specified herein.
B. No part of a yard or other open space required about any building
for the purpose of complying with the provisions of this chapter shall
be included as a part of a yard or other open space similarly required
for another building.
3. Other Township Regulations. It is the intent of this chapter to accept
and make a part hereof the:
A. Subdivision Ordinance of Richmond Township [Chapter
22].
B. Junkyard Ordinance of Richmond Township [Chapter
13].
C. Mobile Home Park Ordinance of Richmond Township [Chapter
14].
D. Floodplain Ordinance of Richmond Township [Chapter
8].

1. Upon enactment of this chapter the Township shall be guided in decisions
related hereto by the goals and objectives as follow:
A. Encourage the development of municipal services within the Township
or from the Borough of Mansfield for commercial and industrial purposes.
B. Establish a close relationship with the County Planning Department
particularly in the area of subdivision planning.
C. Review basic building codes.
D. Seek remedial action from the highway department for any unexpected
traffic increase as a result of the Tioga Dam.
E. Maintain the rural character of the Township, beyond the developing
areas.
F. Encourage a variety of housing accommodations.
G. Control commercial strip development by reviewing all proposals.
