"Scavenger wastes" shall mean suitably conditioned human excrement
in a fluid state only when such material is collected from septic
tanks, cesspools or approved type of chemical toilets. The discharge
of such wastes from outside the Borough is prohibited.

1. The discharge of scavenger wastes to the Authority sewerage system
will be permitted only after the following conditions and regulations
are met and complied with and the necessary permits procured. These
requirements and restrictions are outlined as follows:
A. Discharge of such wastes will be permitted only with the approval
of the Director.
B. Persons desiring to discharge such wastes shall be required to obtain
a license from the Director.
C. The discharge of scavenger wastes shall be made only at the location
stated on the license unless the Director requires another location.
D. The time and conditions for permissible discharge shall be as set
forth on the license unless revised by the Director.
E. The applicant for a license shall be the owner of the vehicle for
which a license is applied; and any false or misleading statement
in any application for a license will invalidate the license.
F. All licenses issued by the Director will be for one year.
G. A license may be suspended or revoked at any time by the Director
for willful, continued or persistent violation of these rules and
regulations or of the terms and conditions of the license.
H. All acts performed in connection with the license shall be subject
to regulations of the Authority and all local and general laws, ordinances
and regulations which are now or may come into effect.
I. All such acts shall also be subject to inspection by the Director
and his representatives.
J. Each discharge of such scavenger wastes shall be made under individual
permits for each load. Books of permits will be issued by the Director
for this purpose; and the charge for these permits shall be established
by the Director and approved by the Authority.
